Anti-Corruption Commission Interrogates ‘Chief Heat Officer’ Bushra Afrin

Published: 16 Jan 2026, 06:41 am

In a significant escalation of the ongoing graft probe into the former leadership of the Dhaka North City Corporation (DNCC), the Anti-Corruption Commission (ACC) conducted a formal interrogation of Bushra Afrin on Thursday, 15 January 2026. Ms Afrin, the daughter of the incarcerated former Mayor Atiqul Islam, served as the city’s inaugural 'Chief Heat Officer' (CHO)—a role that garnered substantial public attention upon her appointment in May 2023.

Details of the Interrogation

The session commenced at the ACC’s headquarters in the capital at approximately 9:30 am and lasted for ninety minutes. According to Akhtarul Islam, the commission’s public relations officer, the questioning was led by Deputy Director Md. Saiduzzaman.

Sources within the ACC indicate that the summons was not merely focused on her professional role, but specifically targeted her potential involvement in the accumulation of "illicit wealth" attributed to her father. Investigators are currently scrutinising whether any misappropriated public funds were channelled into assets held in her name, both domestically and internationally.

Background and Corruption Allegations

Following the political transition in late 2024, the ACC launched a wide-ranging investigation into Atiqul Islam, who was arrested on 16 October 2024 in the Mohakhali DOHS area. The former Mayor faces grave allegations of money laundering, power abuse, and tender irregularities—most notably concerning the procurement of equipment for mosquito larvae extermination.

The commission alleges that the former Mayor and his family members possess substantial immovable and movable assets that are inconsistent with their known sources of income. These properties are reportedly scattered across Bangladesh, as well as in Canada and the United States.

Overview of the Investigation Scope:

Academic Profile and Professional Appointment

Bushra Afrin’s appointment as the Chief Heat Officer was a first for South Asia, facilitated through a partnership with the Adrienne Arsht-Rockefeller Foundation Resilience Center. While her academic credentials are distinguished—having studied Global Development at Queen’s University, Canada, and attended the Institute of Local Government in Ghana—critics often pointed to her familial ties to the Mayor as a point of contention regarding her selection.

Judicial and Investigative Pressure

The interrogation follows a court order issued on 7 January 2026, which imposed a travel ban on Ms Afrin, her mother, and her father to prevent them from fleeing the country while the probe remains active. The ACC is particularly focused on verifying the funding sources for her overseas education and the acquisition of foreign properties.

As the investigation into DNCC's financial dealings deepens, the commission is expected to summon further associates of the former Mayor to determine the full extent of the alleged systemic corruption within the municipal administration.
