Arrest Warrants Issued Against Former DMP Commissioner Habib and Three Others

The International Crimes Tribunal-1 has issued arrest warrants against four former senior police officials, including former Dhaka Metropolitan Police (DMP) Commissioner Habibur Rahman, over charges of crimes against humanity, including the shooting deaths of two people in Rampura during the anti-discrimination student movement in the capital.

On Sunday, 10 August, the order was delivered by a bench led by Tribunal Chairman Justice Md Golam Mortuza Majumder. The other three accused are:

Prosecution Representation
The prosecution was represented by Gazi MH Tamim, assisted by prosecutors Faruk Ahmad, Saimum Reza Talukder, Moinul Karim, and Abdus Sattar Palowan. On the same day, the tribunal took the formal charges into cognisance and ordered that former Assistant Sub-Inspector (ASI) of Rampura Police Outpost, Chanchal Chandra Sarkar — who has already been arrested — be produced before the court on 17 August. Arrest warrants were simultaneously issued for the four fugitives.

Background of the Case
On 7 August, the prosecution filed the formal charges. The charge sheet states that on 19 July 2024, in the afternoon, Amir Hossain of Brahmanbaria was returning to his aunt’s residence in Dhaka. Upon seeing police and Border Guard Bangladesh (BGB) vehicles on the Banasree–Meradia road, he took shelter on the roof of an under-construction building. Police then allegedly shot him, causing him to fall from the third floor and sustain severe injuries.

That same day, two individuals — Nadim and Maya Islam — were shot dead by police in Banasree, Rampura. Maya Islam’s six-year-old grandson, Basit Khan Musa, was also shot. He underwent treatment in Singapore but still remains unable to speak.

On 26 January this year, former ASI Chanchal Sarkar was arrested in Dighinala, Khagrachhari, in connection with the shootings. Following the investigation, on 31 July, the probe agency submitted its report to the Chief Prosecutor’s Office against Rashed (then ADC of Motijheel Division) and four others.
