Dhaka University authorities have suspended the Doctor of Business Administration (DBA) degree awarded to former Inspector General of Police, Benazir Ahmed, after confirming that he obtained the degree through procedural irregularities and without meeting the required admission criteria.
The decision was made following a detailed discussion at a Syndicate meeting, the university’s highest policymaking body, held on 20 July.
Findings from the Investigation Report
According to the university’s Vice-Chancellor, Professor Dr Niaz Ahmed Khan, an inquiry report revealed that Benazir submitted false information in his application form.
| Violation | Details |
| Misrepresentation of Academic Qualifications | Inaccurate or misleading academic history submitted during admission |
| Failure to Meet Eligibility Criteria | Did not secure the mandatory 50% marks at undergraduate or postgraduate levels |
| Breach of Admission Norms | Entered the programme despite being ineligible based on educational background |
| Preferential Admission via Recommendation | Admitted under relaxed conditions, bypassing standard requirements |
Regulatory Requirements for DBA Admission
| Criteria | Required | Benazir’s Status |
| Valid Undergraduate Degree | Mandatory | Questionable |
| Minimum 50% Marks in All Public Examinations | Compulsory | Not Fulfilled |
| Strict Adherence to Academic Eligibility | Mandatory | Bypassed via recommendation |
Administrative Action Taken
The committee has been instructed to submit its final report within 30 working days.
Until the investigation concludes, Benazir Ahmed’s doctorate degree will remain suspended
Benazir Ahmed received his doctorate from Dhaka University in 2019 and began using the title “Dr” thereafter. However, it has now come to light that he did not fulfil even the basic entry conditions required for the DBA programme.
Notably, the conditions were deliberately relaxed to accommodate his admission, allegedly under the recommendation of Professor Shibli Rubayat-Ul-Islam, who was then Dean of the Faculty of Business Studies and supervisor of Benazir’s doctorate programme.
“None of the fundamental academic requirements were met. Yet, he was admitted through recommendation and special consideration,” stated the report.
This development has raised serious concerns over academic integrity and the impartiality of university admissions. The university’s current actions aim to restore transparency and uphold its institutional standards.
