FIFA Mandates Female Coaches in Tournaments

In a landmark decision aimed at advancing women’s football, FIFA has mandated that all global women’s tournaments must include at least two female coaches on each team’s coaching staff. Moreover, one of these women must serve as either the head coach or an assistant coach. The new regulation, recently approved during a FIFA executive meeting, comes into immediate effect across all competitions under the organisation’s jurisdiction.

The rule will first apply in the upcoming Under-17 and Under-20 Women’s World Cups, as well as the FIFA Women’s Champions Cup. It stipulates that every team’s backroom staff must feature at least two women, one of whom occupies a senior coaching position. This requirement extends to all FIFA-sanctioned women’s tournaments, covering youth and senior competitions at both national and club levels.

FIFA’s Chief Football Officer, Jill Ellis, emphasised the urgency of this move, stating, “The representation of women in coaching remains strikingly low. We must accelerate change through decisive action. Creating clear pathways, increasing opportunities, and elevating women’s presence on the sidelines are critical steps. FIFA’s new policy, combined with targeted development programmes, represents a significant investment in the current and future generation of female coaches.”

President Gianni Infantino reinforced the sentiment, highlighting the necessity of increasing female participation in football’s key decision-making roles. “It is vital that more women are present in positions of authority within football. Integrating women more substantially into coaching and management structures is essential,” he said. Infantino further added, “Women’s teams should increasingly be led by female coaches. We have already seen the talent pool is substantial. The recent European Championship clearly demonstrated the growth and prominence of women’s football.”

Experts suggest that this directive will not only enhance equality but also contribute to the overall quality and tactical sophistication of women’s football. Female coaches bring diverse perspectives that can positively influence team strategy, player development, and leadership within squads.
