A writ petition has been filed at the High Court challenging the legality of the undergraduate admission circular for the academic session 2024–25 of the proposed Dhaka Central University.
The petition was submitted on Wednesday, 6 August by Shah Alam Abhi, legal counsel representing Arian Zaman and Sagar Kumar Ghosh, both students of Government Titumir College. The application was lodged with the relevant division of the High Court.
Respondents Named in the Petition:
| Designation | Institution/Authority |
| Secretary of Education | Ministry of Education |
| Chairman | University Grants Commission (UGC) |
| Administrator | Proposed Dhaka Central University |
| Principal | Government Titumir College |
Grounds of the Petition
According to the petitioners, the admission circular published on 28 July significantly reduces the allocated seats for Titumir College compared to previous years, which they argue constitutes clear discrimination against students.
| Academic Year | Institution Infrastructure | Number of Seats Allocated |
| 2023–24 | Unchanged | 5,427 |
| 2024–25 | Unchanged | 1,510 |
The drastic reduction in available seats—a drop of over 70%—is highlighted as an unjust disparity. The petitioners have urged the court to declare the circular illegal and void, and requested a rule nisi to that effect.
Legal Proceedings
Barrister Shah Alam Abhi informed the press that the matter is likely to be heard by the High Court bench headed by Justice Fatema Najib on Sunday, 10 August.
Background on the University and Circular
On 28 July, the Ministry of Education issued approval to merge seven government colleges in Dhaka under the proposed banner of Dhaka Central University. The circular invited applications for Bachelor (Honours) programmes under this new structure.
