Humaira Sultana Appointed Biman MD After Predecessor’s Arrest

The Ministry of Civil Aviation and Tourism has moved swiftly to fill a leadership vacuum at the national flag carrier, Biman Bangladesh Airlines. Dr Humaira Sultana, currently serving as the Additional Secretary (Aviation and Civil Aviation) for the ministry, has been appointed as the Managing Director (MD) and Chief Executive Officer (CEO) of the airline.

The appointment comes in the wake of a shocking scandal involving the former MD, Md Shafiqur Rahman, whose contractual employment was summarily terminated by the government following his arrest on grave criminal charges.

A Swift Administrative Response

According to an official directive issued by the Ministry of Civil Aviation and Tourism on Tuesday, Dr Sultana will assume the mantle of leadership with immediate effect. The order clarified that she will oversee the airline’s operations until a permanent successor is officially appointed. The ministry emphasised that this change was essential to maintain “efficient and effective management” of the national carrier during this turbulent period.

The Scandal Leading to Termination

The downfall of Md Shafiqur Rahman was as sudden as it was distressing. In the early hours of Monday, 2 February, police from the Uttara West Station conducted a raid on his residence in Sector 9, Uttara. Mr Rahman was taken into custody alongside his wife and two others following allegations of “inhumane torture” inflicted upon an 11-year-old domestic help.

Given that the former CEO is currently incarcerated and facing serious criminal prosecution, the government invoked its right to cancel his contractual appointment immediately. The ministry’s order noted that being held in custody on criminal charges rendered his continued service untenable.

Implications for the Flag Carrier

The appointment of Dr Humaira Sultana is seen as a stabilising move. As a high-ranking civil servant with deep expertise in the aviation sector, her temporary leadership is intended to reassure international partners and domestic stakeholders that Biman’s operational integrity remains uncompromised by the private legal troubles of its former head.

The case has sparked significant public outrage in Bangladesh, highlighting the ongoing issues surrounding the protection of domestic workers. As the legal proceedings against Mr Rahman move forward, the aviation ministry is expected to begin a rigorous vetting process for a permanent CEO to lead the airline through its next phase of modernisation.
