The Legal and Human Rights Centre has issued a formal legal notice to Mohammad Shahjahan, the Deputy Inspector General (DIG) of Police in Rajshahi Range, demanding the immediate withdrawal of an order directing the “showing of arrest” against certain leaders and activists of a proscribed and suspended fascist organisation. The directive had stipulated that these individuals be re-arrested in separate cases immediately after their release on bail.
On Monday, lawyers Syeda Nasrin and Shaheenuzzaman, representing the Legal and Human Rights Centre, personally delivered the notice to DIG Shahjahan. The notice calls on him to revoke the controversial order within seven days and to take any necessary corrective measures. It explicitly warns that failure to comply would result in a writ petition being filed in the High Court.
According to the notice, a “special directive” issued by DIG Shahjahan on 24 February instructed that leaders and activists of the banned organisation who are capable of strengthening, restructuring, or activating the group in the field after being released on bail should be subject to immediate re-arrest under separate cases. Conversely, those deemed incapable of undertaking such active roles were exempted from re-arrest.
The directive was sent to the Superintendents of Police (SPs) in all eight districts under the Rajshahi Range, namely Rajshahi, Chapainawabganj, Naogaon, Natore, Pabna, Sirajganj, Bogura, and Joypurhat. A summary of the directive for each district is presented in the table below:

Abu Ahmed Faizul Kabir, Senior Coordinator of the Legal and Human Rights Centre, confirmed that the notice was sent to the DIG via registered mail yesterday. He stressed that the notice clearly requests the withdrawal of the order and urges the authorities to take appropriate legal measures to prevent arbitrary re-arrests.
DIG Mohammad Shahjahan declined to comment on the notice, stating only, “I do not wish to make any statement on this matter. I will act according to the law.” When asked whether he had received the legal notice, he gave no response.
The notice has underscored the legal argument that re-arresting bail-granted individuals should be strictly limited to those actively engaged in the organisation, emphasising adherence to legal safeguards and due process.
