In a landmark move to enhance workplace inclusivity and customer service standards, Bangladesh Bank has issued a formal directive mandating the installation of gender-sensitive, hygienic washrooms across all scheduled banks. The circular, released on Tuesday, 6 January 2026, aims to alleviate the significant physical and logistical hardships faced by female employees and clients within the banking sector.
The central bank’s intervention follows persistent reports of inadequate sanitary facilities in numerous financial institutions. For many women working in or visiting banks, the lack of private, clean, and accessible washrooms has not only been a matter of discomfort but a significant barrier to professional productivity and dignity.
The directive, signed by the central bank and dispatched to the Managing Directors and Chief Executive Officers of all scheduled banks, emphasises that infrastructure must keep pace with the increasing participation of women in the national economy.
The instructions are comprehensive, ensuring that the standard of facilities is maintained regardless of the location. The mandate covers:
Head Offices: Comprehensive overhauls of existing infrastructure to meet modern hygiene standards.
Regional Hubs: Ensuring that zonal offices, which often house a large number of administrative staff, are fully compliant.
Branches and Sub-branches: Even the smallest satellite offices are required to provide safe, private, and sanitary spaces for female staff and customers.
Bangladesh Bank has stipulated that banks must not only build new facilities but also renovate existing ones that fall short of “health-friendly” standards. This includes the provision of adequate sanitary supplies, consistent water availability, and regular maintenance schedules.
Table: Compliance Requirements for Bank Facilities
| Feature | Requirement Detail | Objective |
|---|---|---|
| Accessibility | Dedicated facilities at all branches and sub-branches. | Equitable access for rural and urban users. |
| Hygiene Standards | Regular cleaning cycles and modern sanitary fittings. | Prevention of health-related issues and infections. |
| Privacy & Safety | Separate entrances and secure locking mechanisms. | Ensuring physical safety and mental comfort. |
| Supply Provision | Continuous water supply and essential sanitary products. | Dignity in menstruation and daily hygiene management. |
| Monitoring | Regular internal and central bank inspections. | Sustained compliance and accountability. |
Industry experts believe this move is a critical component of “Gender-Lens Investing” and workplace reform. By creating a safer and more comfortable environment, banks are expected to see improved retention rates among female staff and increased footfall from female entrepreneurs and savers.
A central bank official remarked that the environment in which a service is delivered is just as important as the service itself. With this directive, Bangladesh Bank signals that the modernisation of the financial sector must include the fundamental dignity of all its participants. Banks are expected to submit a progress report on these structural improvements within a specified timeframe to ensure the directive is not merely aspirational but effectively implemented.
