Washington, 29 December 2025 – The United States’ Affordable Care Act (ACA), widely known as Obamacare, is experiencing a notable slowdown in health insurance renewals for 2026. According to data from the Centers for Medicare and Medicaid Services (CMS), enrolment under the ACA is projected to decline slightly to approximately 15.6 million, down from around 16 million in 2025. Analysts attribute much of this slowdown to the conclusion of pandemic-era subsidies.
During the COVID-19 pandemic, the federal government provided enhanced financial assistance to make healthcare coverage more affordable. However, this temporary support is set to end on 31 December 2025, resulting in a sharp increase in premiums for subsidised plans in 2026. Government estimates indicate that the average annual premium will nearly double, rising from $888 in 2025 to approximately $1,904 in 2026. This increase is expected to place significant financial strain on lower- and middle-income families.
Recent CMS data show that, as of this month, only 19.9% of ACA enrollees have renewed their coverage, slightly lower than the 20.5% renewal rate at the same time in 2025. CMS Administrator Mehmet Oz noted on social media that stricter anti-fraud measures have contributed to the slower pace of renewals.
A recent survey suggests that roughly one in four ACA customers—around 25%—are considering cancelling coverage due to the doubling of premiums, potentially affecting some 24 million Americans. Renewal periods began in November and will continue until 15 January. While renewals typically accelerate at the start of January, the absence of subsidies this year could significantly dampen the usual uptick.
Political uncertainty is also complicating the situation. Former President Donald Trump and the Republican Party remain divided over subsidies and alternative healthcare proposals, with no widely accepted substitute plan forthcoming. This uncertainty is creating discomfort among those who rely heavily on ACA coverage.
