Oregon Sues to Block Trump’s Deployment of US Troops to Portland

State authorities in Oregon filed a lawsuit on Sunday seeking to prevent the deployment of US military forces to Portland, just a day after President Donald Trump ordered the move.

The deployment mirrors Trump’s earlier actions in Los Angeles and Washington DC, where he mobilised troops despite objections from local Democratic leaders. The president claims these deployments are necessary to combat crime and protests linked to his controversial mass deportation policies.

 

The suit, filed jointly by Oregon and Portland authorities, accuses Trump of exceeding his presidential authority. It states the deployment: “…was motivated by his desire to normalise the use of military troops for ordinary domestic law enforcement activity,”

particularly in jurisdictions controlled by political opponents.

Since returning to power in January, Trump has pursued a campaign against undocumented migrants, which lawyers and NGOs argue has resulted in frequent violations of civil rights. Recently, he has also vowed to confront violence allegedly carried out by a purported left-wing “domestic terrorist” network, which critics contend is aimed at suppressing dissent.

 

Oregon authorities argue that there is no need for National Guard deployment in Portland, emphasising that recent protests against Immigration and Customs Enforcement (ICE) have been small-scale and largely peaceful.

The lawsuit warns that military presence could provoke further unrest. Protesters have occasionally blocked ICE facility entrances, leading to clashes as agents attempted to disperse crowds.

 

Oregon Governor Tina Kotek criticised the decision, saying she had received no details or timeline regarding the deployment: “There is no insurrection, there is no threat to national security, and there is no need for military troops in our own major city.”

Portland Mayor Keith Wilson labelled the move:  “Unwanted, unneeded and un-American.”

Officials expressed concern over a repeat of summer 2020, when the city experienced violent clashes during racial justice protests following the killing of George Floyd.

 

Trump first deployed troops to Los Angeles in June, overriding the state’s Democratic governor, sparking a legal dispute over presidential authority. Subsequent federal deployments followed in Washington DC, with threats to expand to other cities such as Chicago.

Oregon’s lawsuit represents the latest legal challenge to the use of military force in domestic law enforcement, highlighting tensions between federal and state powers and raising concerns over civil liberties in the context of small-scale protests.
