The National Consensus Commission has released the draft of the July National Charter 2025, which reflects outcomes from month-long dialogues held with various political parties and coalitions. This draft was formally distributed to the parties on Monday, 28 July.

Led by the commission’s Chief Adviser, Professor Dr Muhammad Yunus, the draft embodies recommendations gathered during these comprehensive political consultations.

The draft outlines seven commitments necessary for the full implementation of the Charter, pending consensus and formal signing by political parties.

  1. Full Implementation of the Charter
    Ensure full implementation of the July National Charter 2025, which is the product of an extensive, inclusive process and reflects public aspirations shaped by decades of struggle, sacrifice, and democratic progression.
  2. Constitutional and Legal Reforms
    Commit to necessary amendments, additions, redrafting, and rewriting of the Constitution to implement reforms related to governance, the judiciary, electoral systems, public administration, policing, and anti-corruption mechanisms. Additionally, commit to revising, replacing, or enacting relevant laws, rules, and regulations accordingly.
  3. Two-Year Timeline for Reforms
    Pledge to implement all constitutional and legal reforms proposed in the Charter within two years of forming the government following the Charter’s adoption, ensuring these reforms are sustainable.
  4. Time-Bound Implementation
    Provide assurance that all recommendations listed in the Charter will be implemented within a two-year time frame from its official endorsement.
  5. Legal and Constitutional Safeguards
    Guarantee comprehensive legal and constitutional protection at every stage of the Charter’s implementation.

    Reaffirm a strong commitment to the legal and constitutional safeguarding of the July National Charter 2025 throughout its implementation process.
  7. Recognition of Democratic Movements
    Promise to grant constitutional recognition to the historical significance of the 2024 anti-discrimination democratic movement and mass uprising, acknowledging their pivotal role in shaping the Charter.

Next Steps in the Charter Process

The Commission had earlier submitted its recommendations to the government on 31 January 2025. Based on these submissions, two rounds of political dialogues were held to forge national consensus. The July National Charter 2025 (Draft) now serves as the blueprint for political agreement and future governance reform—pending formal endorsement from all participating parties.
