Sylhet DC Summoned Again Over Mobile Court Controversy

The Senior Assistant Judge Court has summoned the District Commissioner (DC) of Sylhet along with four other government officials for allegedly violating a court ruling while conducting a mobile court in Golapganj.

Officials Summoned

The five officials named in the summons are:

Name Position
Faisal Mahmud Fuad Assistant Commissioner (Land)
Additional District Commissioner (Revenue)
Golapganj Upazila Executive Officer
Assistant Land Officer, Fulbari Union
District Commissioner, Sylhet

Background of the Case

  • On 27 August, in Ghoshgaon village, Golapganj, AC (Land) Faisal Mahmud Fuad conducted a mobile court, sentencing four members of the same family, including a woman, to 15 months imprisonment and fines.
  • The following day, the convicted individuals filed an appeal (Case No. 04/2025) at the Sylhet District Magistrate Court.

Legal Complaint

  • On 3 September, landowner Riyad Ahmad Chowdhury filed a prohibition case (No. 103/2025) at the Senior Assistant Judge Court, naming the DC and four other officials, including AC (Land), as defendants.
  • The court ordered the defendants to show cause within 15 days.

Court Rulings on Land Dispute

  • According to court documents, on 21 April 2022, the Senior Assistant Judge Court, Golapganj, ruled in favour of Riyad Ahmad Chowdhury regarding a land ownership case (Case No. 147/2021).
  • Subsequently, on 8 June 2023, Riyad Ahmad Chowdhury provided power of attorney documents (Ammoktar Nama) to Cherag Ali and his brothers through a notary public.

The convicted family claimed that, based on the court’s decree, they were legally occupying the land, but AC (Land) Faisal Mahmud Fuad and local Tehsildar Nazrul Islam attempted to evict them and conducted the mobile court unlawfully.

Statements from Involved Parties

  • Faisal Mahmud Fuad stated: “I have not received any notice from the court. I learned about the summons through your media. Of course, I will respond once an official notice is issued.”
  • Riyad Ahmad Chowdhury said: “Despite the existing court ruling, government officials unlawfully conducted a mobile court and sentenced four members of our family.”

This incident has sparked controversy over government overreach and adherence to judicial orders, raising serious questions about the legality of mobile courts and official conduct in Sylhet.
