Trump Signals Global Pullback, Adopts Tougher Line on Europe

President Donald Trump on Friday outlined a major shift in US foreign policy, moving away from a global leadership role towards a regional focus, while criticising Europe over what he described as a threat of “civilizational erasure” and prioritising an end to mass migration.

The new national security strategy, reflecting Trump’s unconventional worldview, places Latin America at the top of Washington’s agenda, reversing years of US emphasis on Asia amid the rise of China.

“In everything we do, we are putting America First,” Trump said in the preamble to the long-anticipated document.

Departing from decades of efforts to act as the world’s sole superpower, the strategy states that the United States “rejects the ill-fated concept of global domination for itself.” While it vows to prevent other powers, particularly China, from global dominance, it adds that the US will not “waste blood and treasure” to curb the influence of all major and mid-level powers.

The document calls for a “readjustment of our global military presence” to address urgent threats in the Western Hemisphere, starting with migration. “The era of mass migration must end,” it says.

In striking language aimed at close allies, the strategy says the Trump administration would work to “cultivate resistance to Europe’s current trajectory within European nations,” echoing themes associated with far-right parties. Germany quickly responded, saying it did not need “outside advice.”

The strategy warns that Europe’s declining share of the global economy is accompanied by what it calls a more serious threat of “civilizational erasure,” claiming the continent could be unrecognisable within two decades if current trends continue.

As Trump seeks an end to the war in Ukraine that may leave Russia holding territory, the strategy criticises European weakness and argues against NATO becoming a “perpetually expanding alliance.”
