Vietnam is expanding full health insurance coverage.

Vietnam has announced a significant expansion of its health insurance coverage, providing full reimbursement for medical examinations and treatment to near-poor households and seniors aged 75 and above who receive social pension benefits. This policy came into effect on 1 January 2026.

The initiative follows a resolution adopted by the National Assembly on 11 December 2025, as confirmed by the Ministry of Health. The expansion aims to enhance access to healthcare services while reducing the financial burden on some of the country’s most vulnerable populations.

Under the revised policy, individuals from near-poor households, previously entitled to 95% reimbursement under the national health insurance system, will now receive 100% coverage for all eligible medical costs. Seniors receiving social pensions who are 75 years or older will similarly benefit from full reimbursement, ensuring that advanced age does not hinder access to essential medical care.

To implement the changes, the Ministry of Health issued an urgent directive on 6 January 2026 to Vietnam Social Security under the Ministry of Finance, as well as to provincial and municipal health authorities and medical facilities nationwide. The notice emphasised the need to promptly update benefit codes for the newly eligible groups, ensuring that reimbursements are applied correctly and without delay.

Health experts and policy analysts have hailed the measure as a critical step towards universal healthcare in Vietnam. “Expanding coverage for near-poor households and elderly pensioners ensures equitable access to health services, particularly for groups that may delay treatment due to cost concerns,” said Dr. Nguyen Thi Lan, a public health specialist.

The Ministry of Health has also encouraged medical facilities and local authorities to monitor the implementation closely and report any challenges, ensuring smooth adoption across urban and rural areas. The policy is expected to relieve financial pressure on families while promoting timely medical interventions, which can improve overall public health outcomes.
