Bangladesh Bank has issued a landmark directive requiring all scheduled banks in the country to provide women-friendly washrooms across their premises. The instruction covers both state-owned and private banks, encompassing head offices, regional offices, branches, and sub-branches, and is to be implemented immediately.
The central bank highlighted that over the past decade, the number of female officers in the banking sector has grown significantly. Yet, many bank buildings still lack adequate, safe, and hygienic washroom facilities for women. This shortfall affects not only female employees but also women customers, often causing inconvenience, health risks, and workplace stress. In response, the directive aims to uphold the dignity, safety, and comfort of women in banking environments.
The circular stresses that safe and clean sanitation facilities are not a luxury but a matter of human rights, health protection, and operational efficiency. Accordingly, every bank must ensure separate washrooms for female staff and accessible facilities for women customers. Where existing infrastructure is insufficient, rapid renovation or construction of new washrooms is mandated.
Bangladesh Bank has also established minimum standards for washroom management, which include: uninterrupted water supply, efficient waste disposal, routine cleaning schedules, availability of essential sanitary items, and user safety and privacy. The guidelines also emphasise inclusive design for women with disabilities, making banking services more accessible and equitable.
Issued under the Bank Companies Act, 1991, the directive will be strictly monitored. Any negligence or unreasonable delay in implementation may attract regulatory scrutiny and corrective action, signalling that this is a binding operational requirement rather than a mere policy statement.
Labour rights experts and banking analysts have welcomed the move as timely and progressive. They note that ensuring basic facilities will increase female participation, strengthen institutional culture, and improve customer service quality. Overall, it aligns with the nation’s commitment to gender equality and a more humane working environment.
