Police Chief Mandates Weekly Check-ins for Bailed Criminals

The newly appointed Inspector General of Police (IGP), Ali Hossain Fakir, has unveiled a rigorous new strategy to combat recidivism among released offenders. In a move designed to curb the “revolving door” of justice, the IGP announced that individuals granted bail—particularly those involved in extortion, mugging, drug trafficking, and “teen gangs”—will now be required to report weekly to their local police stations.

The announcement came during an extensive security inspection of Dhaka’s Mohammadpur district on Thursday night. Visiting hotspots such as the Geneva Camp, Town Hall, and the Mohammadpur three-way intersection, the IGP emphasized that police visibility and proactive monitoring are essential to restoring public order.

Tracking the ‘Reckless Recidivists’

Addressing the media at Mohammadpur Police Station, the IGP expressed frustration over criminals who return to their illicit activities shortly after securing legal release. To counter this, he has directed the creation of area-specific lists to track high-risk individuals.

“Once these individuals are out on bail, they must report to the Officer-in-Charge (OC) every week,” the IGP stated. “They must explicitly state, ‘Sir, I am leading a reformed life.’ We have already initiated this process to ensure they do not slip back into their old patterns.”

Strategic Priorities: Drugs and Discipline

The IGP highlighted that eradicating the narcotics trade remains the “number one assignment” from the Prime Minister. He warned that drugs are currently “destroying an entire generation” and urged parents to be more vigilant regarding their children’s social circles.

Priority Area Proposed Action Plan
Recidivism Mandatory weekly reporting to local OCs for bailed offenders.
Narcotics Zero-tolerance policy; increased community intelligence.
Street Hawking Removal of permanent sidewalk stalls; introduction of Holiday Markets.
Police Image Reform of both the official uniform and the internal “service mindset.”

A Change of Uniform and Heart

Responding to questions regarding the police uniform, Ali Hossain Fakir acknowledged a growing demand within the force for a more “visible” and distinct attire. This follows recent objections from the Police Service Association regarding the current kits introduced by the interim government.

However, the IGP was quick to note that physical changes are secondary to character reform. “Regardless of how impressive the uniform is, it will mean nothing if our officers do not possess the heart of a true public servant,” he remarked, calling for a “positive attitude” across all ranks.

Clearing the Pavements

The IGP also addressed the long-standing issue of illegal street occupation. He admitted that corruption within the administration and influence from local “strongmen” had previously hindered cleanup efforts. To provide a sustainable solution, he proposed the establishment of designated Holiday Markets, allowing vendors to operate legally without obstructing public thoroughfares or feeding extortion rackets.

The inspection was attended by several high-ranking officials, including Acting Dhaka Police Commissioner Sarwar and Deputy Commissioner of the Tejgaon Division, Ibn Mizan.
