Bangladesh’s Most Controversial Central Governor

Ahsan H. Mansur, the former governor of Bangladesh Bank, will likely remain remembered as the most reviled and controversial central banker in the institution’s history. According to numerous officials and staff members, a palpable sense of relief returned to the bank within just two weeks of his departure.

Many employees describe Mansur’s exit as marking the end of a period of authoritarian control at Bangladesh Bank. Typically, the bank’s personnel are known for their professionalism and commitment to public service, avoiding political involvement while performing duties crucial to national security. The bank itself is designated a “Key Point Installation” (KPI), highlighting its critical role in the country’s financial and strategic infrastructure.

Globally, central bank premises rarely allow public or even internal gatherings. Bangladesh Bank staff normally comply with this protocol. However, circumstances under Mansur’s leadership reportedly compelled employees to protest his actions. His perceived obstinacy and unilateral decision-making drew widespread opposition, culminating on the day of his departure when officials and staff reportedly forced him out of the bank. An additional director even led the effort to place him into a vehicle, highlighting the depth of the unrest.

The bank hosts nine major clubs and associations representing different tiers of staff:

Following Mansur’s exit, these groups expressed collective relief. Additional director Tauhidul Islam stated, “Mansur did not merely harm Bangladesh Bank; his actions affected the entire banking system and the national economy.”

Previous governors have occasionally faced unrest over policy disputes, but officials note that no prior situation mirrored the public-level animosity directed at Mansur. Historical comparisons reveal isolated incidents, such as in 1996 when former governor Khorshed Alam was temporarily besieged by staff prior to his removal, and in 2009 when Dr Salehuddin Ahmed faced protest from officers over delayed salary increments. Yet, in both cases, the unrest centred on specific administrative or financial grievances rather than sustained accusations of undermining national interests.

Allegations Against Mansur

Bangladesh Bank staff allege that during Mansur’s tenure:

Employment and promotion policies were disregarded

Numerous contract-based advisors were appointed unnecessarily

Staff morale was repeatedly undermined

Key positions remained vacant, creating operational paralysis

Decisions often contravened established banking norms

Officers Welfare Council formally lodged complaints citing administrative irregularities, conflicts of interest, and violations of financial rules. According to spokesperson Shahriar Siddiqui, “We sought to uphold the bank’s autonomy, but Mansur introduced autocratic practices that we could not accept.”

Officials argue that Mansur’s policies created a culture of dependency on advisors and a paralysed executive floor, undermining both institutional efficiency and tradition. At present, around 2,000 senior positions remain vacant, contributing to significant operational stagnation. Staff believe that over his 18-month tenure, Mansur deliberately weakened Bangladesh Bank, risking the credibility of the nation’s regulatory framework and financial stability.

Legacy

Due to his perceived mismanagement, disregard for regulations, and controversial administrative style, Ahsan H. Mansur is widely regarded by employees as the most hated and condemned governor in Bangladesh Bank’s history. His departure is seen as a restoration of professional autonomy and institutional integrity within the country’s central banking system.
