Golam Parwar Accuses Government, BNP of Reversing July Charter

Mia Golam Parwar, a senior leader of Jamaat-e-Islami, has accused both the current government and the Bangladesh Nationalist Party (BNP) of completely reversing their stance on the “July Charter” and the promised implementation of the “July National Certificate,” describing the shift as a 180-degree turnaround.

Allegations of Political Double Standards

Speaking to journalists at Cox’s Bazar Airport on Monday, 23 March 2026, Parwar criticised the authorities for what he called political hypocrisy. He stated that the aspirations of the July Revolution and the commitments surrounding the July National Certificate should reflect the supreme will of the people, yet current practices show the opposite.

Parwar alleged that, despite promises not to challenge the July Charter, the issue has been indirectly brought before the courts via writ petitions, effectively rendering it sub-judice. He claimed that this manoeuvre is carried out with the tacit support of the government, undermining public trust.

“Speaking for the people on one hand, while taking contrary steps behind the scenes, is what I would call double standards,” he said.

Critique of Current Governance

The Jamaat-e-Islami leader also criticised the state of law and order, asserting that the hopes generated for a new Bangladesh through immense sacrifice and bloodshed have not been reflected in governmental practices since taking office.

Highlighting the principle of popular sovereignty, Parwar emphasised that public opinion during the referendum demonstrated stronger support compared to conventional parliamentary elections. He stated:

“Law exists for the people, not people for the law. The government must prioritise the people’s will.”

Proposed Solutions

Parwar outlined a path to resolve the ongoing crisis:

  1. Swearing-in of the Constitutional Reform Council
  2. Incorporation of the July National Certificate into the Constitution via Presidential Order

He warned that the government must decide whether solutions will emerge through parliamentary means or by compelling citizens to take to the streets again.

Reiterating Jamaat-e-Islami’s role as a responsible opposition, Parwar confirmed that the party would continue advocating for the people’s interests both within parliament and through lawful public engagement.

Key Points on July Charter Controversy

Aspect Details
Issue Implementation of “July National Certificate”
Alleged Breach Government & BNP reversing prior commitments
Political Criticism Double standards; sub-judice tactics via courts
Proposed Mechanism Constitutional Reform Council; Presidential Order
Public Mandate Greater support in referendum vs. parliamentary elections
Jamaat-e-Islami Position Advocate for people’s rights; act as responsible opposition
Warning Government must choose between parliamentary solution or mass protests

Parwar’s statements underscore the ongoing political tension over the July Charter and raise questions about the alignment between government action and public expectation, signalling potential mobilisation of citizens if political remedies are not pursued.
