High-Level Probe Into Parliament Procurement Irregularities

The Bangladesh Parliament Secretariat has officially announced the formation of a high-level investigation committee to scrutinise allegations of significant financial irregularities regarding recent procurements. According to a press release issued on Monday, 20 April 2026, by the Parliament Secretariat’s Public Relations Department, all pending payments related to these purchases have been suspended until the investigative report is submitted.

Background of the Allegations

The decision follows a series of investigative reports published by a national daily and several online portals titled “Looting in Parliament Procurement.” These reports highlighted gross discrepancies in the acquisition of technical equipment for the Secretariat. The Director of Public Relations, Md. Monir Hossain, confirmed that the authorities took immediate note of the media findings, leading to the freeze on disbursements.

The controversy erupted following the commencement of the 13th Parliament on 12 March 2026. This procurement marks the first major purchase by the Secretariat since the formation of the current government. The contract was awarded to a supplier identified as “Safe Traders” on 25 March, with the delivery of goods completed by 15 April.

Details of Financial Discrepancies

The core of the investigation centres on the inflated costs of media equipment, including professional cameras, lenses, memory cards, batteries, and flash units. Media reports allege that the total expenditure for the set of equipment amounted to BDT 5,844,130, whereas the actual market value is estimated to be less than BDT 2,000,000.

Furthermore, the procurement process allegedly bypassed several standard protocols:

  • Brand Substitution: While specific brands were stipulated in the tender documents, the supplier reportedly delivered alternative brands in several instances.

  • Expedited Delivery: Although the contract allowed for a 30-day delivery window, the items were accepted within just 19 days, raising suspicions regarding the thoroughness of the inspection process.

Implications and Accountability

The reports have sparked intense debate and criticism within the parliamentary sessions. Members of Parliament have expressed outrage over the alleged “plundering” of public funds. The investigation will specifically look into the role of the former Secretary of the Parliament Secretariat, Kaniz Maula, who has been named in the reports as being involved in the irregularities.

The Secretariat has reiterated that the high-level committee will ensure a transparent audit of the procurement cycle. No bills will be processed for “Safe Traders” or any associated entities until the committee verifies the quality, brand authenticity, and price reasonability of the supplied goods. This measure aims to uphold the integrity of the institution and ensure accountability for the expenditure of the national budget.
