Naogaon University Outlines Master Plan For Infrastructure Development

Naogaon University commenced its official journey in 2023 following the passage of the relevant legislative bill in the National Parliament. The highly anticipated institution for the residents of Naogaon is prepared to initiate its formal academic activities for the current 2025–26 academic session with an initial intake of 80 students. The Ministry of Education has officially granted site selection approval and administrative clearance for land acquisition. Following this milestone, an opinion-sharing meeting was convened to formulate the infrastructural action plan, outlining the architectural frameworks for the university’s central library, administrative facilities, academic buildings, student halls of residence, internal road networks, and campus squares.

The meeting, organised by Naogaon University, took place on Monday, 18 May 2026, during the afternoon at the Naogaon Zilla Parishad Auditorium. The session provided a comprehensive overview of the university’s physical infrastructure master plan alongside its broader academic master plan.

Technical Specifications and Financial Overview

During the proceedings, Sheltech Consultants Limited, the appointed consulting firm, presented the core concepts of the institutional development master plan. The university authorities have designed this development framework to cover a 50-year projection. Sheltech Consultants Limited is currently drafting the concept paper for the integrated feasibility study project for the campus infrastructure master plan, which operates at an estimated cost of 4.75 crore BDT. The approved implementation timeframe for this specific feasibility project spans from July 2025 to June 2026.

The meeting was chaired by the Vice-Chancellor of Naogaon University, Professor Dr Mohammad Hasanat Ali. The session was moderated by Khondokar Shahriar Rahman, the Director of the Planning and Development Division of Naogaon University.

A notable contingent of public representatives and officials addressed the assembly, including:

  • Fazle Huda Babul: Member of the University Syndicate and Member of Parliament for the Naogaon-3 constituency (Mohadevpur and Badalgachhi).

  • Sheikh Rezaul Islam: Member of the University Syndicate and Member of Parliament for the Naogaon-6 constituency (Raninagar and Atrai).

  • Enamul Haq: Member of Parliament for the Naogaon-2 constituency (Patnitala and Dhamoirhat).

  • Abu Bakar Siddique: Administrator of the Naogaon Zilla Parishad and President of the District BNP.

  • Professor Dr Md Kudrat-E-Jahan: Vice-Chancellor of Bogra University of Science and Technology.

  • Mamunur Rahman Ripon: General Secretary of the Naogaon District BNP.

Architectural and Environmental Design

Architect Mustasim Mahmud Khan, representing Sheltech Consultants Limited, presented the preliminary concept paper detailing the physical infrastructure plan. He stated that the government has sanctioned the acquisition of 97 acres of land for the university campus, which will house the 50-year development layout.

The structural plan encompasses the construction of 45 buildings in total. The primary installations include:

  • Five academic buildings, each configured to a six-storey height.

  • One five-storey administrative building.

  • Six student residential halls (three dedicated for male students and three for female students), each designed as a six-storey structure.

  • A centralized university library building.

Architect Khan emphasized that the environmental layout designates 53 per cent of the acquired land as green zones, open playing fields, and vacant spaces. Furthermore, acknowledging that the selected site is located in a relatively low-lying area, specific hydrological measures have been integrated into the master plan. To prevent institutional flooding and to sustain the natural flow of surface water from the surrounding fields, a system of wide internal canals will be constructed throughout the campus area.

Government Allocations and Legislative Support

Addressing the gathering, Vice-Chancellor Professor Dr Mohammad Hasanat Ali revealed that several project proposals concerning the infrastructural development of Naogaon University have already been formally submitted to the relevant ministries. These projects have successfully been integrated into the “Green Pages” of the government’s Annual Development Programme (ADP).

The total projected expenditure for the execution of these infrastructural developments is estimated at 1,269 crore BDT, with a tentative implementation schedule spanning from July 2026 to June 2031. However, the final sanctioning of the proposed funds remains contingent upon the successful completion of the concept paper generated by the integrated feasibility study project. Professor Ali noted that Sheltech Consultants Limited has already completed approximately 90 per cent of the master plan design, and today’s meeting was specifically arranged to identify necessary inclusions and exclusions before finalisation.

Syndicate Member and Member of Parliament, Fazle Huda Babul, affirmed the strategic importance of the institution, noting that establishing a modern, state-of-the-art university is essential to meet the higher education and advanced research requirements of the current century. He assured the assembly that public representatives would fully support Vice-Chancellor Hasanat Ali to ensure the successful realization of the university’s development objectives.
