Digital Registration Starts for Battery-Operated Auto-Rickshaws in Cumilla

CUMILLA, BANGLADESH — The Cumilla City Corporation (CuCC) has formally initiated a comprehensive online registration process to bring battery-operated auto-rickshaws and light electric vehicles, locally known as Mishuks, under an official regulatory framework.

The digital portal opened for applications on Sunday, 9 August, and will remain operational until 31 August. This administrative measure aims to systematic launch a transparent database of both vehicle owners and commercial operators navigating the municipal road network.

A public notice issued by the City Corporation Administrator, Md. Yousuf Mulla Tipu, confirmed that the entire process—encompassing ownership licensing and driver permits—will be processed exclusively online. Officials stressed that no manual or late submissions will be processed once the designated deadline expires.

Regulatory Guidelines and Compliance Standards

To enforce equity and curb illegal trade in municipal permits, the local authority has instituted stringent entry criteria for all applicants:

• Age Standard: Applicants are required to be a minimum of 18 years old.

• Household Allowance: To prevent hoarding, only one ownership or driving licence permit will be granted per individual or family unit. Duplicate requests will result in total disqualification.

• Processing Charge: A fixed fee of 200 Bangladeshi Taka (BDT) is required per submission, payable via the integrated digital payment gateway.

• Validity Period: Approved licences will hold a validity of one year, subject to mandatory annual renewal under prevailing municipal laws.

Mandatory credentials must be digitised and uploaded during the application sequence. These include a copy of the applicant’s National Identity (NID) card, a recent passport-format photograph, a valid civic certificate, and authentic purchase receipts verifying ownership of the vehicle.

To ensure road safety, driver permits will be awarded solely to candidates who have completed professional training and passed the formal driving assessment. The administration confirmed that all documentation will undergo careful scrutiny prior to approval. The notification further underlined a zero-tolerance policy towards corruption, warning that any financial irregularities or unauthorized transactions outside the BDT 200 fee will attract immediate legal proceedings and application cancellation.
