Seven Dead in Uttarakhand Tunnel Inundation as Rescue Operations Continue

Seven construction workers have lost their lives and three remain trapped underground after torrential mud, water, and debris surged without warning into an under-construction tunnel in the Chamoli district of Uttarakhand, India.

The catastrophic inundation occurred on Thursday evening, 13 August, at approximately 6:30 pm local time within a tunnel project operated by Tehri Hydro Development Corporation Limited (THDC) near Pipalkoti. According to the State Disaster Management Authority, at least 28 workers were inside the subterranean complex executing routinely scheduled construction when the disaster struck.

The violent rush of silt-laden water swept numerous labourers towards the exit portal, leaving many severely injured. Emergency service personnel acted swiftly to pull 18 survivors from the mud-filled passage, transferring the injured to nearby medical facilities where their condition has since stabilized.

Heavy Rain and Flash Floods Lay Siege to Chamoli

The subterranean disaster follows days of incessant downpours across Uttarakhand’s mountainous terrain. Chamoli district has borne the brunt of severe monsoon conditions, which have triggered flash floods and unstable land slips across the region.

Just days prior to the tunnel breach, a metallic bridge in Chamoli’s Niti Valley was swept away by a swelling mountain torrent. Video footage of that incident showed violent, muddy waters overwhelming and destroying the structure in seconds, highlighting the precarious environmental conditions under which construction crews have been operating.

District Magistrate Gaurav Kumar confirmed that the sudden influx of mud and water inundated the Pipalkoti tunnel while workers were actively engaged in excavation and reinforcement work. Search crews face considerable difficulty navigating the churned debris left behind inside the narrow access shafts.

Emergency Teams Race Against Time for Trapped Workers

Disaster management units, including the National Disaster Response Force (NDRF) and the State Disaster Response Force (SDRF), are conducting intensive rescue operations to clear thick sludge and locate the three workers who remain trapped within the complex. Heavy machinery has been deployed to clear blocked access points while rescue teams carefully clear slurry by hand to avoid further destabilizing the tunnel structure.

Local Member of the Legislative Assembly (MLA) Lakhpat Butola described the tragedy as deeply heart-wrenching, confirming that senior administrative officials remain on site to oversee logistically complex search efforts.

Uttarakhand Chief Minister Pushkar Singh Dhami has instructed state authorities to accord the highest priority to rescue and relief measures. Chief Minister Dhami confirmed he is in regular communication with senior leadership on the ground and has personally visited hospitalised workers to ensure they receive appropriate treatment.

Most of the casualties and affected labourers hail from the states of Jharkhand and Chhattisgarh. Chief Minister Dhami confirmed that he has established direct contact with his counterparts in both states to coordinate support, provide official updates, and assist the affected families during the ongoing crisis.
