BADC Official Faces 12 Allegations, Including Tender Interference

Mohammad Al-Amin, known as the president of the Zia Parishad at the Bangladesh Agricultural Development Corporation (BADC), has been issued a show-cause notice over 12 allegations, including interference in tender procedures, attempts to influence staff transfers and postings, misconduct towards senior officials, obstruction of official duties and breaches of workplace discipline.

The notice, issued by the BADC authorities, asks why departmental action, including possible temporary suspension, should not be taken against him in connection with the allegations.

According to the notice, the accusations include interfering with the activities of a Tender Evaluation Committee (TEC), creating a dispute over the committee chairmanship, taking away a laptop used for tender evaluation, bringing outsiders into official premises, threatening officials and throwing official documents. Other allegations concern unauthorised absence from the workplace, tearing up a letter seeking an explanation and behaving discourteously towards senior officials.

Alleged interference in tender evaluation

The notice states that on 4 October, Al-Amin raised objections over the chairmanship of the committee during the tender evaluation process for the MIEFP project. He is accused of threatening the official concerned with resignation and taking away a laptop used in the evaluation process. The notice also alleges that he brought outsiders into the office premises during the incident.

Tender evaluation is a critical part of public procurement, as it helps determine how government-funded projects are awarded. The process depends on established procedures, impartial assessment and proper documentation. Any allegation of unauthorised interference therefore requires careful examination to establish whether procurement rules were followed and whether the work of the committee was disrupted.

The allegations against Al-Amin have yet to be established through a completed departmental investigation. Their validity will depend on the evidence gathered and the findings of the relevant authorities.

Dispute over audit matters and alleged misconduct

The show-cause notice also refers to an incident on 30 June involving an audit-related matter. According to the allegations, the incident led to a confrontation with senior officials, during which Al-Amin allegedly spoke loudly, issued threats and threw official documents.

He is also accused of remaining absent from the workplace without permission from 30 July to 4 August.

The notice further alleges that he attempted to exert influence over transfers and postings of BADC employees, as well as tender-related matters concerning various projects. These accusations raise questions about administrative discipline and the appropriate boundaries of influence in decisions that should be governed by established rules and procedures.

If substantiated, such conduct could have implications for the institution’s internal administration and the integrity of its procurement processes. However, the allegations must be assessed individually, with the evidence and the employee’s response taken into account.

Employees reportedly express frustration

At least three BADC sources who spoke to Agrodut on condition of anonymity claimed that employees had become frustrated by what they described as Al-Amin’s arrogance and alleged corruption. They called for appropriate government attention to the matter and regular media scrutiny of the allegations.

The sources’ statements reflect their accounts of the situation and have not, in themselves, established the truth of the accusations. Independent verification and responses from the relevant parties would be necessary to determine the full circumstances.

What the relevant parties said

When contacted by Agrodut, Al-Amin reportedly failed to provide a clear and reasonable explanation for the allegations.

Khan Faisal Ahmed, an additional chief engineer at BADC and general secretary of the Zia Parishad, was also contacted for comment. He said: “I am not fully aware of this matter.”

Attempts to reach BADC Chairman and Additional Secretary Azizul Islam and the corporation’s secretary, Abu Zafar Rashed, were unsuccessful, as neither could be reached by telephone.

Consequently, their responses to the allegations were not available at the time of reporting.

Departmental proceedings awaited

The show-cause notice refers to relevant provisions of the BADC Employees Service Regulations, 1990. The authorities are expected to consider Al-Amin’s written response, the relevant evidence and the outcome of departmental proceedings before reaching a final decision.

A show-cause notice is a formal step in an administrative process; it does not, by itself, establish that the allegations are true. The employee must have an opportunity to respond, and the authorities must assess the evidence in accordance with the applicable service regulations before deciding whether disciplinary action is warranted.

The case has broader implications for accountability within BADC, a government organisation involved in agricultural development and the management of agricultural inputs. Transparent procurement procedures, clearly defined administrative responsibilities and consistent enforcement of workplace rules are essential to maintaining public confidence in such institutions.

The allegations against Al-Amin include several distinct issues, ranging from the handling of tender evaluation to workplace conduct and unauthorised absence. Each requires appropriate scrutiny, supported by documentary evidence and statements from those directly involved.

The final outcome will depend on the findings of the departmental process and the decision taken by the competent authorities. Until then, the allegations should be treated as unproven.

Agrodut has said it will continue to monitor the matter and publish follow-up reports as further information becomes available.
