Government Cancels Nine Contractual Secretaries

The Government of Bangladesh has annulled the contractual appointments of nine secretaries and senior officials serving across a range of ministries and state institutions. Separate notifications were issued on Monday by the Ministry of Public Administration, bringing the contracts to an immediate end.

According to the official orders, the decision has been taken in the public interest, a standard administrative formulation typically used when contractual extensions or appointments are reconsidered at the highest level. While the government has not publicly elaborated on the specific rationale behind the move, administrative observers suggest it may form part of a broader restructuring effort aimed at refreshing leadership within key policy-making and implementation bodies.

Among those whose appointments have been revoked are three members of the Planning Commission: Dr Md Mokhlesur Rahman, Dr Kaiyum Ara Begum and M A Akmal Hossain Azad. The Planning Commission plays a central role in formulating national development strategies, appraising public investment projects and overseeing long-term economic planning.

The decision also affects Mumtaz Ahmed, Senior Secretary of the Ministry of Women and Children Affairs; Mohammad Yousuf, Chairman of the Land Appeal Board; Siddiq Zobayer, Director General of the National Academy for Planning and Development; Shish Haider Chowdhury, Secretary of the ICT Division; Md Saidur Rahman, Secretary of the Health Services Division; and Sharifa Khan, Alternate Executive Director at the World Bank.

A summary of the affected officials is presented below:

No. Name Position Held Institution/Division
1 Dr Md Mokhlesur Rahman Member Planning Commission
2 Dr Kaiyum Ara Begum Member Planning Commission
3 M A Akmal Hossain Azad Member Planning Commission
4 Mumtaz Ahmed Senior Secretary Ministry of Women and Children Affairs
5 Mohammad Yousuf Chairman Land Appeal Board
6 Siddiq Zobayer Director General National Academy for Planning and Development
7 Shish Haider Chowdhury Secretary ICT Division
8 Md Saidur Rahman Secretary Health Services Division
9 Sharifa Khan Alternate Executive Director World Bank

In Bangladesh’s civil administration, senior officials who have reached retirement age are often reappointed on a contractual basis for fixed terms, typically ranging from one to three years. Such arrangements are intended to ensure continuity in specialised or high-priority sectors. However, these contracts may be curtailed or revoked at the government’s discretion.

Policy analysts note that the simultaneous termination of several high-profile appointments is likely to prompt fresh postings and potential promotions within the upper tiers of the civil service. It may also signal a recalibration of administrative priorities, particularly in sectors such as digital transformation, public health management and development planning.

As the orders take immediate effect, attention will now turn to who will assume these strategic roles and how swiftly new appointments are formalised. The changes mark a significant shift in the senior administrative landscape, with possible implications for ongoing projects and institutional direction in the months ahead.
