India to Build First Cross-Border Railway with Bhutan

India and Bhutan have announced plans to construct the first cross-border railway lines linking the two countries, with New Delhi confirming on Monday that the $454-million project is expected to be completed within four years.

Indian Foreign Secretary Vikram Misri highlighted that India, Bhutan’s principal trading partner, “has played a vital role” in modernising the Himalayan kingdom’s infrastructure and economy.

“The rail project will be of huge benefit to the people of Bhutan,” said India’s Minister of Railways, Ashwini Vaishnaw.
“The entire area will get connected. Goods transport, which takes days today, will be completed in just a few hours.”

 

The initiative will comprise two primary railway lines:

Economic and Strategic Significance

  • Gelephu as an Economic Hub: Bhutan aims to transform Gelephu into an economic zone to attract foreign investment and tourism.
  • Regional Connectivity: Misri emphasised that the railway is “envisaged as an economic hub connecting Bhutan with South Asia and Southeast Asia.”
  • Sustainable Design: Vaishnaw confirmed that the railways will be electric and designed to be environmentally friendly, reflecting both countries’ commitment to sustainable infrastructure.

Bhutan’s Context

  • Population & Geography: Bhutan is a small, landlocked country with fewer than 800,000 residents, located between China and India.
  • Policy Focus: The kingdom is renowned for prioritising Gross National Happiness over purely economic growth.
  • Development Goals: The new rail link is seen as a key enabler for regional development, industrial expansion, and improved trade with India and beyond.

This historic railway initiative marks a significant step in India-Bhutan cooperation, combining infrastructure development, sustainable transport, and regional economic integration.
