Bangladesh Secures $404 Million World Bank Health Funding

The Government of Bangladesh has officially signed a financial agreement worth $404 million with the World Bank to advance the nation’s health, nutrition, and population control sectors. The announcement was formally made through a press release issued by the Economic Relations Division (ERD) of the Ministry of Finance on Wednesday, 10 June.

The agreement was executed by Md. Shahriar Kader Siddiquee, the Secretary of the Economic Relations Division, representing the Government of Bangladesh, and Jean Pesme, the Country Director (acting as the Division Director) of the World Bank’s Dhaka office, on behalf of the international financial institution.

Financial Breakdown of the Agreement

The total financial package of $404 million comprises both credit and grant components designed to support Bangladesh’s healthcare infrastructure. The funding structure is allocated as follows:

  • World Bank Loan: The World Bank is providing a loan of approximately $379 million, which is equivalent to 284.70 million Special Drawing Rights (SDR). The SDR is an international reserve asset created by the International Monetary Fund (IMF) to supplement the official reserves of its member countries.

  • External Grant: In addition to the loan, a grant of $25 million has been secured from the Global Financing Facility (GFF). Unlike the loan component, this grant formulation does not require repayment, thereby easing the fiscal burden on the national treasury.

Project Objectives and Regional Focus

The comprehensive funding will be utilised to implement initiatives aimed at making the healthcare sector of Bangladesh more effective, resilient, and sustainable. The strategic focus of the financial package is directed towards two specific administrative divisions: Chittagong and Sylhet.

The core priorities outlined under this funding agreement include:

  • Quality and Accessibility: Improving the overall quality of health and nutrition services whilst increasing the availability of these services to the general public.

  • Infrastructure Expansion: Expanding the physical and operational capacity to deliver healthcare services efficiently.

  • Reproductive and Population Services: Ensuring efficiency, equity, and accessibility in reproductive health and population management services.

  • Climate Resilience: Developing climate-resilient frameworks within the healthcare system to ensure that service delivery remains uninterrupted during environmental challenges and climate-induced disruptions.

Implementation Framework

The primary initiative funded under this agreement is titled the “Health and Nutrition Services Improvement and System Strengthening Project.” This particular project will be executed directly by the Directorate General of Health Services (DGHS), which operates under the Ministry of Health and Family Welfare of Bangladesh. The DGHS will be responsible for the field-level implementation, monitoring, and structural reinforcement of the healthcare delivery mechanisms outlined in the bilateral agreement.

The collaboration between the Economic Relations Division and the World Bank through these two structural projects underscores the ongoing institutional support directed at bridging the regional healthcare disparities within the country, specifically targeting the vulnerable parameters of nutrition and maternal care in the eastern sectors of Bangladesh.
