Senior Secretary of Public Administration, Mokhlesur Rahman, Transferred

Dr. Md. Mokhlesur Rahman, Senior Secretary of the Ministry of Public Administration, has been transferred and appointed as a member of the Planning Commission. The ministry issued an official notification regarding the transfer on Sunday (21 September).

Potential Successors

According to sources within the Ministry of Public Administration:

  • Dr. Abu Shaheen Md. Asaduzzaman, Additional Secretary of the Career Planning and Training (CPT) Subdivision, is likely to succeed Mokhlesur Rahman, provided all arrangements remain as planned.
  • Another source indicated that A.S.M. Saleh Ahmed, Senior Secretary of the Ministry of Land, is also being considered for the position.

 

Dr. Mokhlesur Rahman, a BCS Administration Batch 82 officer, was appointed as Public Administration Secretary last year on 28 August, replacing Md. Mezbah Uddin Chowdhury on a two-year contractual basis.

Following his appointment, his tenure was marked by significant controversy and criticism:

  • Allegations of administrative disorder arose within the ministry.
  • Accusations surfaced regarding the undervaluation of officials overlooked for postings and promotions.
  • Appointments of secretaries, agency heads, and district administrators were heavily criticised.
  • Reports emerged of financial transactions linked to various appointments, raising ethical concerns.

Several of these issues were widely covered in national media, highlighting challenges and administrative controversies during his term.

This transfer marks a significant reshuffle within the senior ranks of the Ministry of Public Administration, reflecting ongoing adjustments in leadership amid concerns about governance, transparency, and procedural fairness.
