Directorate of Secondary and Higher Education to Be Divided into Two Separate Departments

The government has decided to restructure the Directorate of Secondary and Higher Education (DSHE) into two distinct directorates, aiming to ensure more efficient management and administrative clarity in Bangladesh’s education sector. The newly formed entities will be named the Directorate of Secondary Education and the Directorate of College Education.

According to the Ministry of Education, the Chief Adviser has given his formal consent to the decision. The announcement came through an official circular signed by Sifat Uddin, Senior Assistant Secretary of the ministry, on Sunday, 12 October.

The circular stated that the secondary education sector will be separated from the existing DSHE to form the two new entities.

To facilitate the restructuring process, a six-member committee has been formed. The committee has been tasked with preparing separate organograms and duty lists for both directorates within 30 days, to be submitted to the Ministry of Education.

Committee Composition Designation / Role

Member Secretary Deputy Secretary or Senior Assistant Secretary (Government Secondary-1), Secondary and Higher Education Division
Member Deputy Secretary (Government College-1), Secondary and Higher Education Division

As outlined in the circular, the committee will operate in accordance with the Rules of Business, 1996, and will be responsible for:

  1. Drafting the operational structure and function list for both newly formed directorates.
  2. Designing separate organisational organograms, defining the distribution of roles and responsibilities.
  3. Preparing the Table of Officials & Equipment (TO&E) to determine manpower, logistics, and infrastructure needs.

The initiative aims to ensure specialised management for secondary and college-level education, which has long been administered under a single directorate. Officials believe the separation will lead to more targeted supervision, faster policy implementation, and improved service delivery to educational institutions across the country.
