In a pivotal move destined to fortify the backbone of Bangladesh’s industrial landscape, the SME Foundation and Prime Bank have formally entered into a refinancing agreement. This strategic partnership is designed to streamline access to credit for entrepreneurs operating within the Cottage, Micro, Small, and Medium Enterprise (CMSME) sector. By bridging the gap between financial institutions and grassroots innovators, the initiative aims to catalyse economic dynamism across the nation.
The agreement operates under the auspices of the government’s 300-crore BDT ‘Revolving Fund’ and adheres strictly to Credit Wholesaling guidelines. The formal signing ceremony, held recently in Dhaka, was graced by the Minister for Industries, Commerce, and Textiles & Jute, Khandaker Abdul Muktadir, who reiterated the administration’s unwavering commitment to fostering a business-friendly environment for smaller enterprises.
The following table outlines the specific loan conditions and eligibility criteria established under this new partnership to ensure transparency and accessibility for potential borrowers.
| Feature | Specification |
| Maximum Interest Rate | 8% per annum |
| Loan Range | 100,000 BDT to 2,500,000 BDT |
| Repayment Period | Up to 4 years (48 months) |
| Grace Period | 6 months (included in tenure) |
| Collateral Exemption | No collateral required for loans up to 1,000,000 BDT |
| Target Demographic | Women, ICT innovators, and climate-vulnerable regions |
A cornerstone of this agreement is its profound focus on financial inclusion and social equity. Recognising that traditional banking often overlooks marginalised groups, the fund has carved out significant allocations specifically for women entrepreneurs and individuals working within specialised industrial clusters.
Beyond gender-focused initiatives, the programme grants high priority to:
ICT Sector Innovators: Providing capital to young tech-driven minds.
Import-Substitute Producers: Supporting businesses that manufacture goods locally to reduce reliance on foreign imports.
Vulnerable Regions: Offering a lifeline to entrepreneurs in climate-affected or geographically disadvantaged areas.
Returning Migrants: Facilitating the productive reintegration of expatriates into the domestic workforce.
Perhaps the most transformative aspect of the deal is the collateral-free provision. By waiving the requirement for formal security or fixed assets for loans up to 10 lakh BDT, the SME Foundation and Prime Bank are effectively democratising capital. This allows talented entrepreneurs who lack substantial property to secure the necessary funds for business expansion based on the merit of their enterprise rather than their personal wealth.
The partnership extends its vision beyond mere credit disbursement. It serves as a vehicle for sustainable industrialisation by encouraging the adoption of eco-friendly technologies. Borrowers who demonstrate a commitment to green manufacturing and environmental preservation are expected to receive streamlined approvals.
The six-month grace period is another thoughtful inclusion, designed to alleviate the immediate financial pressure on small business owners. This “breathing space” allows entrepreneurs to reinvest their initial capital and generate profits before the first instalment falls due, thereby increasing the long-term viability of their ventures.
During the signing ceremony, M. Nazim A. Chowdhury, Additional Managing Director of Prime Bank, and Anwar Hossain Chowdhury, Managing Director of the SME Foundation, expressed immense optimism regarding the fund’s impact on the national GDP. They emphasised that this is not merely a financial transaction but a long-term investment in the resilience of the CMSME sector.
“This strategic alliance is poised to generate significant employment opportunities,” stated Anwar Hossain Chowdhury. “By empowering the smallest units of our economy, we are essentially building a more robust and self-reliant Bangladesh.” As the funds begin to reach the grassroots level, industry analysts expect a noticeable surge in domestic production and a subsequent strengthening of the country’s economic fabric.
