A court in Chattogram has ordered a fresh investigation by the Police Bureau of Investigation (PBI) into a case filed by a physician alleging extortion, abduction, and threats of “crossfire” involving former police officers and others.
The order was issued on Monday by Chattogram Judicial Magistrate Shakhawat Hossain, directing that the matter be reinvestigated following a petition filed by the complainant after dissatisfaction with the earlier investigative report.
Background of the Case
The complainant, physician Jahangir Alam, filed the case on 3 September 2024. In his petition, he accused six individuals, including former Officer-in-Charge (OC) of Raozan Police Station Pradeep Kumar Das, Sub-Inspectors Tonton Mazumder and Shafayet Ahmed, as well as officials linked to Pioneer Hospital in the upazila—chairman Fazle Karim (also known as Babul), director Manzur Hossain, and supervisor Md Jahangir Alam.
According to the allegations presented in the First Information Report (FIR), the incident occurred on 15 April 2015 at a private chamber in Noapara, Raozan, where Dr Jahangir was seeing patients. At that time, Sub-Inspector Tonton Mazumder allegedly demanded BDT 3 million from him, citing his association with a local BNP committee. The complaint further states that the officer threatened him with “crossfire” if the demand was not met.
It is also alleged that the complainant was subsequently detained in plain clothes, physically assaulted, and later implicated in a fabricated criminal case with the assistance of other accused persons.
Alleged False Case and Counterclaims
The counter-case filed against Dr Jahangir Alam accused him of snatching BDT 15,000 from a driver named Russell of a diagnostic centre. However, Russell later submitted an affidavit before the court stating that he did not know anyone by the name of Jahangir Alam and that no money had been taken from him.
On 29 August of the relevant year, the court initially dismissed the case. However, further procedural developments followed.
On 26 November of the previous year, investigating officer Sub-Inspector Hossain Ibn Naeem Bhuiyan submitted a final report in connection with the case. The complainant subsequently filed a “naraji” (non-acceptance) petition, rejecting the findings of the report.
Following this, the court instructed the PBI to conduct a renewed and independent investigation into the matter.
Statements and Responses
Dr Jahangir Alam stated that he has been unable to practise regularly for around ten years due to the consequences of what he describes as a false case. He also called for a thorough investigation into the circumstances under which, according to him, police officials and others allegedly implicated him.
The accused police personnel and other named individuals, when contacted regarding the allegations, have denied all claims made against them.
