Incarcerated Jubo Dal Activist Dies In Cumilla

An incarcerated activist of the Jubo Dal, who was facing charges in a narcotics case, has died while being held in custody at the Cumilla Central Jail. The deceased individual has been identified as Shahidullah Russell, aged 41, who was the son of Abul Hasem, originating from Atiti village located within the Perul North Union of Lalmai Upazila. He was recognized locally as an active worker of the Perul North Union unit of the Jubo Dal, which functions as the youth wing of the Bangladesh Nationalist Party (BNP). The Senior Jail Superintendent of the Cumilla Central Jail, Shah Alam Khan, officially confirmed the details of the death to members of the press on the afternoon of Thursday, 18 June.

Arrest, Detention, and Medical Timeline

According to formal reports obtained from the police and prison authorities, Shahidullah Russell was initially apprehended by the Lalmai Thana Police on the afternoon of 10 May. The arrest took place in Shasanpara village, situated within the Perul South Union of Lalmai Upazila, where law enforcement officials reported the recovery of 102 pieces of Yaba tablets from his possession. Following his arrest and subsequent initial processing, he was forwarded to the judicial system. On the afternoon of 11 May, following explicit instructions issued by the court, he was transferred to the Cumilla Central Jail to be held in judicial custody pending trial.

Whilst serving his period of detention, the inmate’s physical health began to deteriorate significantly. Senior Jail Superintendent Shah Alam Khan stated that on 19 May, the resident medical practitioner at the prison hospital examined Russell and prescribed specific medications to address symptoms related to a cough and underlying pneumonia-related ailments. Nearly a month later, on 15 June, Russell fell ill once again, prompting the attending prison physician to recommend further diagnostic medical examinations.

On the following day, 16 June, he was escorted out of the prison facility to appear in court for a scheduled judicial hearing. By Wednesday, his medical condition worsened severely, necessitating an immediate transfer from the detention center to the Cumilla Medical College Hospital, where he was formally admitted for emergency treatment. On the afternoon of that same Wednesday, the patient suffered a cardiac arrest. The attending hospital doctors subsequently pronounced him dead. Following the completion of the required legal inquest report, known as the surathal, and the mandatory post-mortem examination, the body of the deceased was officially handed over to his relatives.

Allegations of Conspiracy and Fabricated Charges

In the wake of the inmate’s demise, his family and local political leadership have raised serious contentions regarding the legitimacy of his initial arrest. The wife of the deceased, Halima Akhter, openly alleged to reporters that her husband was the victim of a calculated conspiracy. She asserted that an unidentified individual had telephoned her husband, prompting him to travel from Atiti Bazar to Shasanpara village. She maintained that the police subsequently staged a recovery of Yaba tablets at that location and fabricated a false narcotics case to ensure his imprisonment.

Corroborating these concerns, the General Secretary of the Lalmai Upazila unit of the BNP, Yousuf Ali Mir Pintu, stated that Shahidullah Russell was a dedicated and loyal grassroots worker of the Jubo Dal organization. He reiterated the family’s stance that the narcotics charges were entirely fabricated to frame the political activist. On behalf of the local party structure, he formally demanded a thorough and transparent investigation into the entire sequence of events to ensure administrative accountability.

Provisions Governing Inmate Care and Custody

To understand the statutory obligations surrounding detention in Bangladesh, prison administrations operate under the primary framework of the Prisons Act, 1894, and the specific guidelines laid out in the Bengal Jail Code. These historical legal frameworks dictate that the state bears the ultimate responsibility for the health, security, and physical well-being of any individual placed under judicial or administrative detention.

According to these rules, every central and district jail must maintain a functional prison hospital managed by a designated medical officer. It is legally required that any significant illness or sudden death of an inmate within a correctional facility must be documented immediately, followed by an official executive inquiry or a magisterial inquest. Furthermore, a post-mortem examination is standard procedure for any custodial death to determine the definitive physiological cause of demise before the body can be formally released to the family for final rites.

Institutional Framework of Cumilla Central Jail

The Cumilla Central Jail is one of the major colonial-era correctional institutions situated in the southeastern region of Bangladesh. Established originally to house prisoners from the greater Comilla district, the facility has expanded over the decades to function as a high-security central prison capable of holding thousands of undertrial detainees and convicted inmates from across the administrative division.

Like many central prisons across the country, it operates under the direct command of the Department of Prisons, led by a Inspector General of Prisons headquartered in Dhaka, with daily operations supervised locally by a Senior Jail Superintendent and a Jailor. The infrastructure includes dedicated wards, a administrative complex, workshops for vocational training, and a primary healthcare wing tasked with running initial triage and stabilizing acutely ill prisoners before routing them to tertiary public medical colleges if advanced interventions are required.
