UP Member Sued Over Alleged Attempt to Rape Teenager Using Family Card Promise

A union parishad member has been accused of attempting to rape a 15-year-old girl after allegedly entering her home under the pretext of helping her family obtain a government family card in Thakurgaon.

The girl’s father filed a case at Thakurgaon Sadar Police Station on Tuesday (28 July), naming the accused as Md Alauddin, 56, a serving member representing Ward No. 1 of Chilaring Union Parishad in Thakurgaon Sadar upazila.

According to the complaint, the incident took place at Chilaring village in Ward No. 1 of Chilaring Union on Monday afternoon.

The teenager’s father, who works as a day labourer, had travelled to Dinajpur that morning to take his elder daughter, who was reportedly unwell, to a doctor. The girl’s mother had also left home for work, leaving the 15-year-old alone.

At around 1.30pm, Alauddin allegedly arrived at the house and told the girl that he had come to help arrange a family card. He reportedly asked for a photocopy of her National Identity Card and, after receiving it, questioned her about other members of the household.

The complaint alleges that, after confirming that no one else was at home, the union parishad member entered the house and behaved inappropriately towards the girl before allegedly attempting to sexually assault her.

In an effort to protect herself, the teenager reportedly hid under a bed. She later managed to leave the house and began shouting for help. Hearing her cries, local residents rushed towards the scene, prompting the accused to allegedly flee.

When the girl’s father returned from Dinajpur, he reportedly noticed scratch marks on her neck and found that she was physically unwell. He then took her to the 250-bed General Hospital in Thakurgaon, where she was admitted for treatment.

The incident has also reportedly caused concern in the local community. According to the case statement, when respected local residents later approached the accused to discuss the allegation, he allegedly refused to listen and instead threatened them.

The case comes amid wider concerns over the vulnerability of children and adolescents, particularly when they are approached by adults in positions of authority. A promise of access to public services or social assistance can create a situation in which families may place considerable trust in local representatives. Authorities and child-rights advocates have repeatedly stressed the need for vigilance and for ensuring that minors can safely access public services without being exposed to exploitation or abuse.

Thakurgaon Sadar Police Station Officer-in-Charge Mohammad Shahjahan Ali said a case had been filed under the Women and Children Repression Prevention Act. Police are attempting to arrest the accused union parishad member, he said.

As of the latest information available in the report, Alauddin had not been arrested. The allegations against him remain subject to investigation, and any determination of criminal liability will be made through due legal process.
