BNP Leader Accused of Offering Family Card for Midnight Meeting

A local BNP leader in Shibpur, Narsingdi, has been accused of promising to arrange a ‘Family Card’ for a woman in exchange for meeting her by a pond at midnight. The allegation has been made against Ashraf Uddin Akand, general secretary of the BNP’s Ward No. 2 unit in Shibpur Municipality.

Ashraf Uddin has denied the allegation, describing it as a deliberate smear campaign intended to damage his political reputation. The controversy emerged after a video containing the woman’s allegations began circulating on social media on Monday, 27 July, prompting widespread discussion and criticism in the local community. The independent authenticity of the video could not be verified.

According to the woman, Ashraf Uddin allegedly asked her to meet him beside a pond at around midnight and suggested that he would arrange a ‘Family Card’ for her if she agreed to the meeting. She further alleged that she had previously been deprived of benefits under various government social safety-net programmes after declining the alleged proposal.

Bangladesh operates a range of social protection initiatives aimed at supporting poor, vulnerable and low-income households. Depending on the programme, assistance may include food support, allowances and other forms of government aid. Access to such benefits is therefore a sensitive issue, particularly in communities where many families rely on state assistance to meet essential needs.

However, there is currently no independently verified information establishing that the woman was actually denied any government benefit because of the alleged incident. Nor has it been independently established whether any official involved in the distribution of social protection benefits was aware of or connected to the allegation.

The claims have also triggered debate within the local political community. Some residents and social media users have called for an impartial investigation into the allegations, while others have urged caution, arguing that no definitive conclusion should be drawn solely from an unverified video circulating online.

Ashraf Uddin has rejected the allegations in their entirety. He claimed that the accusations were being spread as part of a planned campaign to politically embarrass him, allegedly at the instigation of individuals within his own party. He also said he fractured his leg about five months ago and had not yet fully recovered, making the allegation that he went to meet someone beside a pond at midnight, in his view, implausible.

He also gave a different account of his interactions with the woman. According to him, she is a resident of Kharia village in Mashimpur Union and had approached him during Eid seeking slips for clothing and rice. He claimed that he was unable to provide them and alleged that the accusations began after that refusal.

The matter is now expected to be examined at the organisational level. Zakir Hossain, general secretary of the Shibpur Municipal BNP, said he had seen the video circulating on social media and that Ashraf Uddin had contacted him to deny the allegations.

Zakir said the issue was being taken seriously and that action would be considered if an investigation established the allegations to be true. At the same time, he said appropriate measures would also be considered if it was found that false allegations had been made at the instigation of an individual or group.

The controversy has brought two key issues into focus in Shibpur: whether the allegations against the BNP leader are genuine and whether there has been any irregularity in access to social protection benefits. Residents have argued that any attempt to use political influence to offer or withhold government assistance in return for personal favours would warrant a proper investigation.

At the same time, if the allegations prove to be false, the circumstances behind the dissemination of the accusation and any potential attempt to politically defame the accused should also be examined.

With competing claims now emerging, local residents have called for a fair and impartial inquiry to establish what actually happened. They have also stressed the need for transparency in the distribution of social safety-net benefits and for complaints to be assessed through appropriate procedures.

Until the allegations are independently investigated and verified, the claims against Ashraf Uddin remain allegations rather than established facts.
