Jamaat Secretary Allegedly Pocketed Deceased Educator’s Pay for 20 Years

A scandal involving identity fraud and systemic corruption has come to light in Bhola’s Tazumuddin Upazila, where a local political figure stands accused of drawing the government salary and allowances of a deceased schoolmaster for twenty years. The accused, Md. Mohiuddin—who works as an office assistant at Tazumuddin Degree College whilst serving as the Secretary of the local Upazila Jamaat-e-Islami branch—allegedly weaponised a shared name to misappropriate state funds on a grand scale.

The subject of this long-running financial deception was a junior teacher, also named Md. Mohiuddin, who had been duly appointed to his post at the Mohammad Vela Omaria Islamia Dakhil Madrasa on 13 March 1994. Upon the original teacher’s demise, the position legally became vacant. However, taking advantage of their identical names, the accused allegedly commandeered the late teacher’s unique Index Number and linked bank account to infiltrate the Monthly Pay Order (MPO) payroll system—the mechanism through which the Bangladeshi government subsidises salaries for staff in non-government educational institutions.

The deception relies on a crucial period in Bangladesh’s educational regulatory history. In 2005, the government instituted the Non-Government Teachers’ Registration and Certification Authority (NTRCA) to enforce standardized qualification frameworks and prevent fraudulent hires. Bypassing these statutory requirements, the accused secured an irregular appointment as an assistant teacher at the same madrasa on 7 September 2006. By suppressing material facts and adopting the deceased predecessor’s existing index code, he successfully evaded registration scrutiny and began drawing state allowances illegally. Official payroll registries—including the MPO statement from June 2026—confirm that government disbursements were continuously remitted to the late teacher’s account.

The scheme was finally uncovered when the newly appointed Madrasa Superintendent, Maulana Md. Nuruzzaman, conducted a routine audit of institutional records. Recognizing the gravity of the infraction, Maulana Nuruzzaman lodged a formal written petition with the Director General of the Directorate of Madrasa Education, requesting an immediate inquiry and criminal prosecution.

“I detected the anomaly shortly after assuming my responsibilities here,” explained Superintendent Nuruzzaman. “I immediately submitted a written application to the Director General seeking a proper resolution and justice. Millions of takas in public money have been unethically siphoned off over the past twenty years. A rigorous investigation will bring every detail to light, ensuring the state recovers every penny lost to this fraud.”

When confronted with the allegations, the accused Jamaat leader offered a contradictory response, stating, “Whilst the account number on record is the same, no salary was withdrawn from that account.” However, when asked to specify which bank account he had actually used to receive his monthly emoluments over the last two decades, he disconnected the phone call without offering an explanation.

The authorities have pledged swift administrative action. Rezaul Karim, the Upazila Secondary Education Officer, confirmed that a formal inquiry is under way. “The matter is being investigated thoroughly, and an official report will be submitted to higher authorities at the earliest,” Karim stated. “Should the allegations be substantiated, departmental action will be enforced, including the mandatory recovery of all misappropriated state funds.”
