Hormuz Strait Talks Progress as US and Iran Remain At Odds

Efforts to negotiate a navigational framework for the strategically vital Strait of Hormuz have reached a critical juncture. While United States President Donald Trump expressed optimism regarding an imminent breakthrough, diplomatic sources indicate that a final accord remains highly uncertain. The core point of contention revolves around the degree of physical and operational control Tehran intends to retain over the waterway—and whether Washington and its regional allies will ever accept such terms.

Speaking to journalists on Tuesday, President Trump suggested that a deal could be finalised almost immediately, highlighting recent momentum while simultaneously maintaining a firm warning. “A deal could happen. It could happen tomorrow, or the day after,” Trump remarked, adding that significant progress had been made. However, he cautioned that should talks fail to produce an acceptable resolution, the United States remains prepared to resume direct military action against Iranian targets.

Conflicting Narratives and Mediation Dynamics

Disagreements extend to the fundamental structure of the negotiations themselves. Tehran has repeatedly denied participating in direct dialogue with Washington, maintaining that discussions are occurring exclusively through Omani mediation to establish a temporary operational framework for shipping.

Conversely, a senior Gulf official assessed the probability of securing a signed agreement by Friday at roughly fifty-fifty. A major obstacle lies within the composition of Tehran’s negotiating team, which currently lacks representatives from the Islamic Revolutionary Guard Corps (IRGC). Given that the IRGC exerts direct military command over the strait, its explicit backing is essential for the enforcement of any maritime pact.

Iranian state-aligned media outlets, including the news agencies Tasnim and Fars, have attributed delays to American interference and military threats. Iranian commentators assert that mixed signals from US officials and regional partners are actively hindering progress. Tehran’s primary focus remains on establishing a unified maritime corridor through Omani and Iranian territorial waters that addresses Muscat’s security concerns while codifying Iran’s navigational authority.

Strategic Priorities and Western Resistance

Iranian officials have made it clear that they will not accept a return to the pre-conflict status quo, wherein no single nation exercised regulatory authority over Hormuz shipping traffic. Member of the Iranian negotiating committee Saeed Ajorlou confirmed that Tehran seeks an interim agreement lasting between one and three months. Under this proposal, Iran would oversee mine clearance, maritime services, and overall waterway security.

Foreign Ministry spokesman Esmaeil Baghaei noted that discussions are centred on merging northern and southern shipping lanes into a single dual-way corridor. Tehran views its authority over the strait as a non-negotiable strategic asset, comparing its importance to the nation’s right to enrich uranium.

This vision faces resolute opposition from Washington and its Middle Eastern allies. US Secretary of State Marco Rubio reiterated that the international community cannot allow a single state to establish unilateral control over an international maritime transit route. Washington, alongside Saudi Arabia and the United Arab Emirates, views any arrangement that permits Tehran to inspect vessels, impose transit fees, or restrict access as a dangerous precedent for global maritime commerce.

Unresolved Questions and Economic Fallout

Uncertainty persists over several critical operational details. It remains unclear whether the IRGC would accept limits on its maritime presence, whether foreign warships—specifically American vessels—would be granted passage, and whether Tehran would demand granular cargo data from commercial ships. Furthermore, questions remain regarding potential US sanctions relief for Iranian ports and crude exports, as well as the status of suspended provisions from earlier bilateral memorandums.

Analysts note that Tehran is seeking to institutionalise the tactical leverage gained during the recent conflict into permanent geopolitical control. Trita Parsi, vice president of the Quincy Institute for Responsible Statecraft, observed that Iran’s primary objective extends beyond fee collection to locking in long-term political dominance over the waterway. Israeli security analyst Danny Citrinowicz noted that restoring the pre-war balance would require either regime change or a costly, sustained military presence that Washington is reluctant to maintain.

The ongoing deadlock continues to reverberate through global energy markets. With approximately 15 million barrels of crude oil transiting the Strait of Hormuz daily, prolonging the impasse compounds international supply strains. Amin Nasser, Chief Executive of Saudi Aramco, warned that even if the strait were fully reopened immediately, returning global petroleum reserves to normal levels could take up to 18 months.
