Beijing Freezes Project Credit as Bangladesh Infrastructure Momentum Slows

Bilateral development cooperation between Bangladesh and China has reached a critical juncture, marked by a sharp slowdown in new funding commitments, delayed mega-projects, and recalibrated foreign direct investment. Over the past decade, Beijing was instrumental in modernising Bangladesh’s core physical architecture—funding flagship initiatives like the Padma Bridge Rail Link, the Bangabandhu Sheikh Mujibur Rahman Tunnel under the Karnaphuli River, and major power grid overhauls. Recently, however, fresh credit flows have virtually ceased, leaving high-profile ventures such as the Teesta River Comprehensive Management and Restoration Plan in state of prolonged uncertainty.

Deceleration Following the 2016 Peak

According to data from the External Relations Division (ERD) of Bangladesh’s Ministry of Finance, diplomatic sources, and business leaders, the bilateral economic relationship is experiencing a fundamental structural transition. Between 1975 and the present day, China committed $11.04 billion in combined grants and concessional loans to Bangladesh, with $7.72 billion successfully disbursed.

The high-water mark of this relationship arrived in October 2016 during President Xi Jinping’s historic visit to Dhaka, when Beijing pledged an unprecedented $25 billion financing framework across 27 primary infrastructure schemes. Yet, execution has lagged behind these initial ambitions, with definitive loan agreements materialising for only a subset of these projects.

The last major Chinese credit agreement of significant scale was finalised in 2021 for the $1.13 billion Dhaka-Ashulia Elevated Expressway project. Since then, official lending activity has slowed considerably, with the $280 million loan approved in 2023 for the Rajshahi WASA Surface Water Treatment Plant standing as the sole notable exception.

This policy pivot is most visible in the multi-million-dollar Teesta River Master Plan. Once eagerly championed by Beijing, momentum halted even after Bangladesh submitted an initial request for a $550 million loan facility under the interim administration. Despite advanced drafting of preliminary terms, negotiations hit a standstill. High-level diplomatic visits, including Prime Minister Tarique Rahman’s official delegation to Beijing, concluded without any explicit financial guarantees for the river system’s redevelopment.

Key Factors Behind Beijing’s Caution

Economic analysts and trade experts attribute Beijing’s increasingly conservative posture to a combination of local administrative delays in Bangladesh, shifting regional trade priorities, and external macroeconomic conditions.

• Implementation Bottlenecks and Risk Scrutiny: Frequent administrative delays, sluggish project implementation, and bureaucratic obstacles to fund disbursement in Bangladesh have prompted Chinese institutions to institute rigorous risk assessments before extending fresh credit line approvals.

• Reallocation toward RCEP Blocs: Mohammad Khorshed Alam, President of the Bangladesh-China Chamber of Commerce and Industry (BCCCI), noted that while China was Bangladesh’s largest single-country investor until 2019, post-pandemic foreign direct investment has increasingly gravitated towards member nations of the Regional Comprehensive Economic Partnership (RCEP).

• Infrastructure and Utility Deficits: Unresolved infrastructural bottlenecks—specifically shortages of natural gas and electricity—have directly suppressed private investment. For example, several Chinese entities that took up plots in the Comilla Export Processing Zone (EPZ) have put their commercial investments on hold due to delayed utility connections.

• Institutional Reform Requirements: Business leaders advocate that to regain momentum, Bangladesh should finalize a bilateral Free Trade Agreement (FTA) with China, facilitate the setup of a Chinese commercial bank branch in Dhaka, and create dedicated promotional centers for Bangladeshi goods across mainland Chinese commercial hubs.

Geopolitical Realities vs Public Perception

Despite widespread narrative focus on the political dimensions of Chinese lending, academic experts stress that Bangladesh’s actual exposure to Chinese debt remains modest. Professor Emeritus Imtiaz Ahmed, former Chair of International Relations at the University of Dhaka, pointed out that loans from China account for less than 10% of Bangladesh’s total external debt—a proportion comparable to funding received from Japan. He observed that public discourse often disproportionately scrutinises Chinese credit while overlooking Bangladesh’s extensive structural reliance on Western-backed multilateral entities such as the World Bank and the International Monetary Fund (IMF).

Adding further context, former Ambassador M. Humayun Kabir highlighted that domestic political unpredictability in Bangladesh has understandably dampened international investor appetite. Coupled with growing Western friction regarding Chinese capital outlays overseas, Dhaka appears to be pursuing a more cautious borrowing strategy. Concurrently, domestic economic rebalancing inside China has led Beijing to apply far greater selectivity to its external financing portfolios.

Nevertheless, Chinese firms retain an undeniable presence across Bangladesh’s construction landscape. Estimates from the Observer Research Foundation indicate that approximately 240 Chinese enterprises operate within the country. Even as sovereign loan commitments quieten, Chinese contractors continue to secure a significant share of major commercial engineering and construction tenders across Bangladesh.
