Three Football Confederation Heads Plan Alternative Tournament Amid FIFA Crisis
Global football has been plunged into an unprecedented governance crisis following a controversial proposal to sell shares in FIFA’s flagship tournaments. In response to the fallout surrounding FIFA President Gianni Infantino, three of the governing body’s own vice-presidents have initiated preliminary discussions to launch an independent international tournament.
According to a report published by the British newspaper The Telegraph, top football leaders issued a joint letter accusing Infantino of a fraudulent breach of trust. The signatories include UEFA President Aleksander Čeferin, Asian Football Confederation (AFC) President Sheikh Salman bin Ibrahim Al Khalifa, and CONCACAF President Victor Montagliani. All three executives also serve as FIFA vice-presidents.
The escalating dispute stems from UEFA’s firm stance following FIFA’s announcement regarding the sale of World Cup shares. In an emergency meeting, UEFA’s 55 member associations voted unanimously to boycott all FIFA competitions, including the World Cup. Although intense opposition forced FIFA to scrap the commercial plan and prompted an official apology from Infantino, European football’s governing body maintained its boycott position.
The alliance against Infantino widened as both the AFC and CONCACAF formally backed UEFA’s stance, jointly expressing a complete loss of confidence in his leadership. To protect professional players from the fallout of a potential World Cup boycott, the leaders of UEFA, the AFC, and CONCACAF are exploring alternative competition models. Discussions regarding the structure and calendar of any new tournament remain in their infancy, with organizers keeping all options open. Concurrently, the three vice-presidents have demanded an independent investigation into the aborted share sale scheme, a move viewed by analysts as a formal invitation for Infantino to step down gracefully.
Despite mounting pressure, Infantino has shown no intention of relinquishing his post. The FIFA president is preparing to seek re-election at the FIFA Congress in Morocco next March. Under FIFA rules, a candidate requires at least 106 votes from the 211 member associations to secure the presidency, with candidate nominations remaining open until 18 November.
Because FIFA operates on a “one association, one vote” system, UEFA’s 55 votes hold equal individual weight to smaller member nations, meaning European football powerhouses cannot influence elections without broader support. By allying with the AFC and CONCACAF, UEFA has helped form an opposition bloc encompassing 143 member nations—well above the 106-vote threshold needed to block a presidency bid.
Infantino nevertheless retains key backing across other regions. Several senior executives reasserted their trust in his leadership during a recent meeting in Morocco. Additionally, both the South American Football Confederation (CONMEBOL) and the Confederation of African Football (CAF) have voiced continued support, alongside individual backing from member associations including Argentina, Mexico, Paraguay, Qatar, and Kuwait.
