Rural Savers Surge as Bangladesh Agent Banking Deposits Reach New Height

Agent banking has evolved from an experimental outreach initiative into a central pillar of financial inclusion across rural Bangladesh. By taking formal banking services beyond traditional brick-and-mortar branches, the model is successfully drawing millions of previously unbanked citizens into the formal financial fold, with rural households demonstrating a remarkably high propensity to save.

According to the latest quarterly update from Bangladesh Bank, total deposits accumulated through agent banking outlets reached an impressive 51,128 crore BDT at the end of June. Unprecedented reliance on these services in non-urban regions meant that rural accounts generated 42,053 crore BDT—representing over 82 per cent of the total deposit portfolio. By contrast, urban deposits stood at 9,075 crore BDT, demonstrating that rural savings in agent banking are now nearly five times greater than their urban counterparts.

Lending activity and transaction volume also recorded steady upward trajectories over the April–June quarter. Total loan disbursements via agent outlets increased by 468 crore BDT to hit 12,374 crore BDT, compared to 11,906 crore BDT reported at the end of March. Total transaction value across the network expanded by 3,564.63 crore BDT during the three-month period, rising from 142,623 crore BDT in March to 146,188 crore BDT by the close of June.

Network Growth and Gender Inclusion

As of June, 30 commercial banks were actively offering services through agent networks. The sector added 239 new agents during the second quarter, bringing the national total to 15,423. Simultaneously, customer account sign-ups maintained strong momentum: 758,878 new accounts were opened in three months, pushing the total account tally to 27,223,081. A key indicator of equitable financial access is the high proportion of female clients; women now hold 13,561,507 accounts, accounting for nearly 50 per cent of the entire customer base.

Despite positive growth in customer enrollment and deposits, physical outlet growth exhibited a subtle deceleration. The total number of operational agent outlets stood at 20,597 in June—a modest 1.3 per cent increase over the previous quarter and a slim 0.2 per cent growth compared to the same period last year.

Addressing the slowdown, Md Firoz Chowdhury, Head of Agent Banking at South Bangla Agriculture and Commerce (SBAC) Bank, highlighted that strict central bank directives requiring equal gender distribution among outlet operators had temporarily slowed expansion. However, with regulatory adjustments now offering greater operational flexibility, and new entities like Citizens Bank and Community Bank entering the segment, industry leaders expect outlet growth to pick up speed in upcoming quarters.

Economic Foundations and Operational Scope

The framework for agent banking was laid down on 9 December 2013, when Bangladesh Bank published its definitive policy guidelines. Bank Asia pioneered commercial operations in 2014, while Dutch-Bangla Bank has since grown to become the market leader, followed closely by Bank Asia and Islami Bank Bangladesh.

Because operating an agent outlet incurs significantly lower overhead costs than establishing full-service bank branches, commercial banks have enthusiastically embraced the strategy. The model enables banks to mobilize low-cost deposits from deep within rural belts while simultaneously extending micro-loans to local trade, agriculture, and small-scale businesses. This reciprocal flow of funds is proving instrumental in stimulating rural economic activity.

Agent banking outlets offer a comprehensive array of everyday retail services, including:

• Opening new savings accounts and fixed deposits

• Cash deposits, cash withdrawals, and fund transfers

• Collection and distribution of foreign remittance payments

• Settlement of utility bills and servicing loan accounts

• Distribution of government social safety net subsidies and allowances

To manage risk, regulatory safeguards strictly limit the operational scope of agents. Outlets are explicitly prohibited from issuing chequebooks or payment cards, clearing third-party cheques, or processing international trade transactions. Agents do not charge clients directly for core services; instead, their business model relies on transaction-based commissions paid by parent banking institutions.
