Call for Urgent Climate Insurance in Coastal Bangladesh

Experts and stakeholders have underscored the critical necessity of expanding climate insurance coverage for marginalised communities in Bangladesh’s coastal regions. During a divisional roundtable held on Saturday at a hotel in Khulna, speakers argued that vulnerable households lack the financial resilience to withstand escalating climate-induced shocks without structured institutional protection.

The event, focused on a pro-poor, gender-sensitive, and human rights-based Climate and Disaster Risk Finance and Insurance (CDRFI) framework, was organised by An Organisation for Socio-Economic Development (AOSED) with support from CARE Bangladesh. The discussions centered on the Multi-Actor Partnerships on Climate and Disaster Risk Finance and Insurance (MAP CDRFI) project, implemented in the Bagerhat and Satkhira districts between April 2023 and March 2026, funded by BMZ.

The Gap in Global Climate Finance

AOSED Executive Director Shamim Arfeen highlighted a significant discrepancy between international promises and local realities. He noted that while developed nations have pledged financial and technological assistance to climate-vulnerable states since 1995, carbon emissions have paradoxically risen by 34.4 per cent during this interval.

Furthermore, Mr Arfeen asserted that instead of receiving the promised compensation, nations such as Bangladesh are frequently directed toward debt-inducing financial mechanisms. He urged the government to bolster its stance ahead of the Bonn Climate Conference in Germany and COP31 in Turkey to secure non-debt-based funding.

Institutional Challenges and Policy Recommendations

The roundtable identified several barriers to effective insurance implementation, ranging from policy focus to data management.

Professor Anwarul Kadir, Chief Executive of Sundarbans Academy, remarked that climate insurance solutions remain elusive because existing frameworks prioritise profitability over humanitarian outcomes. Supporting this, Khulna University Professor Sharif Hasan Limon emphasised that securing international climate funds is contingent upon having a comprehensive, verifiable database at both national and local levels.

Governance and Regional Impact

Khulna City Corporation Administrator Nazrul Islam Monju observed that climate issues often lack a dedicated political platform. He noted that elected representatives have historically neglected these matters once in office but expressed confidence that the current administration would prioritise these concerns in dialogue with the Prime Minister.

Khulna Zila Parishad Administrator SM Monirul Hasan (Bappi) drew attention to the immediate humanitarian needs of the region, emphasizing the protection of crops and the provision of safe drinking water. In the agricultural sector, Md Nazrul Islam of the Department of Agricultural Extension reported that while crop diversification—such as watermelon and sunflower cultivation—is being attempted, it requires significantly more financial and technical backing to be sustainable.

Finally, Himadri Shekhar Mondal, Technical Coordinator for CARE Bangladesh, warned of the complexities in modern climate finance, where the distinctions between grants, loans, and the commercial interests of developed nations are increasingly blurred. The roundtable concluded with a collective call for a research-based master plan to address the long-term survival of coastal communities.
