Chandpur Land Office Employee Suspended Following Viral Bribery Video

District authorities in Chandpur have suspended a land office assistant after a video showing him taking bribes from service seekers went viral across social media platforms. The penalised staff member, Shuvo Chandra Barman, served as an office assistant at the No. 1 Rajargaon Union Land Office under Hajiganj upazila.
The suspension was formally announced through an official order signed by Chandpur Deputy Commissioner Ahmed Ziyaur Rahman on Sunday, 11 October.
The disciplinary action stems from video footage circulated widely on Facebook on 7 October. The clip depicted the land office assistant accepting cash directly from members of the public seeking official services. In Bangladesh, union land office assistants possess no legal authority or mandate to collect cash fees directly from service seekers. Accepting funds under such circumstances constitutes a severe breach of official conduct and clear evidence of corruption.
Recognising the gravity of the misconduct, district administration officials initiated administrative proceedings against the employee. The suspension was executed under Rule 3(b) of the Government Servants (Discipline and Appeal) Rules, 2018, which addresses allegations of corruption and professional misconduct. Simultaneously, Rule 12(1) of the same framework was invoked to place him under temporary suspension from service. Issued in the public interest, the order took immediate effect on Sunday, 11 October.
Beyond the immediate suspension, the district administration has initiated steps to pursue full departmental proceedings against the accused employee. The Deputy Commissioner instructed the Assistant Commissioner (Land) of Hajiganj upazila to draft a formal statement of allegations without delay and submit it to the district collectorate.
Land administration offices across the region have faced increasing public scrutiny regarding transparency and accountability in service delivery. District officials reiterated that strict measures will continue to be enforced against any public servant found engaging in corrupt practices or exploiting citizens seeking essential administrative services.
