Sarjis Alam Claims Upazila Executive Offices Function as Local BNP Headquarters

Local administration across Bangladesh’s Northern region is facing severe allegations of political capture, following sharp criticisms levelled by Sarjis Alam, Chief Organiser for the Northern Region of the National Citizen Party (NCP). In a scathing statement published on his verified Facebook profile on Monday night, 17 August, the prominent political figure asserted that Upazila Nirbahi Officer (UNO) offices have effectively transformed into secondary party offices for the Bangladesh Nationalist Party (BNP).

Elaborating on his accusations, Mr Alam highlighted what he described as an undue usurpation of administrative authority at the sub-district level. “The UNO offices are turning into the second offices of the BNP,” he wrote in his post. “Meanwhile, the President and General Secretary of the Upazila BNP are playing the roles of acting UNOs.”

The provocative remarks swiftly went viral across social media platforms, gaining widespread attention and sparking intense public debate regarding the impartiality of civil servants. Within hours of publication, the post amassed over 46,000 likes, along with tens of thousands of shares and comments reflecting heightened public scrutiny over local governance.

The Upazila Nirbahi Officer serves as the chief executive administrator of an Upazila (sub-district), operating as the crucial linkage between central government policies and grassroots administrative execution. Tasked with overseeing law and order, public development projects, revenue collection, and local election logistics, the position demands absolute political neutrality. Allegations suggesting that administrative offices are operating under party influence strike at the heart of public trust in state institutions.

The National Citizen Party, formed in the wake of recent political transformations, has positioned itself as a critical voice against institutional corruption, partisan bias, and bureaucratic mismanagement. Sarjis Alam, a key figure within the party’s northern leadership, has consistently raised concerns regarding administrative impartiality, arguing that true state reform requires a total decoupling of local civil service machinery from partisan interests.

Critics and civil society observers note that political interference in local governance has long been a contentious issue within the country’s bureaucratic framework. Historically, local party leaders have sought to exercise leverage over sub-district administrators to control regional resources, police actions, and development budgets. Mr Alam’s statements underscore growing anxieties among emerging political groups that established parties continue to wield disproportionate sway over non-partisan civil bodies.

Neither official representatives of the Bangladesh Nationalist Party nor government administrative spokespersons have issued a formal response to the claims made in the post. As public discourse intensifies, the incident highlights ongoing challenges in ensuring that grassroots administration remains independent, transparent, and dedicated solely to public service.
