Bangladesh stands on the precipice of its first contested presidential election in 35 years, with lawmakers preparing to cast their votes using an open ballot system. Chief Election Commissioner AMM Nasir Uddin announced the final legal and logistical preparations on Wednesday, 19 August, confirming that the identity of every voter and their chosen candidate will remain fully visible throughout the proceedings. The high-stakes vote takes place on Thursday, 20 August, in the National Parliament.

Legal Framework and Open Voting Dynamics

Breaking with the tradition of senior commission secretaries addressing the press, Chief Election Commissioner AMM Nasir Uddin personally presented the operational roadmap. Under existing statutory provisions, the Chief Election Commissioner serves directly as the Returning Officer for presidential elections, prompting his direct briefing to outline the historic exercise.

Unlike conventional parliamentary elections, lawmakers will cast their ballots in full view of their colleagues inside the house. Voting slips will explicitly display both the candidate’s name and the voter’s identity, ensuring complete transparency as each ballot is marked.

The mechanism relies on parliament’s traditional division numbers rather than standard geographical constituency sequences. While geographical constituencies run from Panchagarh-1 to Bandarban across 300 seats, voting will follow the official seat division sequence. Following recent electoral updates and vacancies, including a vacancy in the Chittagong-4 constituency, the final electoral roll comprises 349 eligible voting members.

Candidates, Nominations, and High-Profile Voters

The presidential vacancy arose following the resignation of former President Mohammed Shahabuddin on 24 July, which was formally gazetted by the Cabinet Division on the same day. Under Article 48(1) of the Constitution, Members of Parliament serve as the sole electors.

Three nomination papers were initially submitted on 13 August. The 11-Party Alliance submitted two nominations proposing Dr Oli Ahmad, while the ruling Bangladesh Nationalist Party (BNP) nominated Mirza Fakhrul Islam Alamgir. During scrutiny on 16 August, Parliamentary Secretariat officials verified the signatures of proposers and seconders against the official oath registers, declaring all three submissions valid. One duplicate filing for Dr Oli Ahmad was subsequently retired, leaving a direct contest between the two political figures. Neither candidate withdrew ahead of the 18 August deadline.

Voting will run from 2:00 PM to 5:00 PM inside the Jatiya Sangshad Bhaban. The electorate includes the President, the Prime Minister, the Speaker, the Leader of the Opposition, and sitting lawmakers.

Transparency, Live Broadcasts, and Cost Clarifications

Vote counting will begin immediately after polls close at 5:00 PM, with the Chief Election Commissioner declaring the final results from inside the chamber. To ensure public visibility, state broadcaster Bangladesh Television (BTV) will stream the voting process for high-profile figures and the subsequent counting live nationwide.

Addressing media inquiries, the Chief Election Commissioner dismissed reports of excessive expenditure surrounding the poll, clarifying that costs remain strictly limited to basic stationery and ballot printing. He added that electioneering inside the parliamentary chamber remains strictly prohibited, with parliamentary security maintaining order under the Speaker’s direction.

This landmark vote marks the first multi-candidate presidential contest in Bangladesh under a parliamentary framework since 1991, serving as a critical moment of institutional transition following recent political upheavals across the nation.
