An unrelenting national energy deficit coupled with erratic load-shedding is inflicting severe damage on Bangladesh’s primary economic sectors. Whilst metropolitan districts endure scheduled power cuts lasting between five and six hours a day, interior rural regions face blackouts extending from 10 to 16 hours daily, severely disrupting local livelihoods.
The primary production sector—spanning crop farming, aquaculture, and poultry enterprise—is facing systemic disruption. Chronic grid instability has compromised agricultural irrigation systems, crippled commercial ice manufacturing, and rendered mechanical aeration equipment in coastal fisheries non-functional. Combined with high seasonal ambient temperatures, the absence of grid-powered ventilation has triggered widespread poultry losses, whilst commercial cold storage facilities holding seed potatoes and seasonal produce face severe spoilage risks.
To keep operations running, producers across regions are increasingly forced to run costly diesel generators. This emergency reliance on fossil fuels has escalated operational expenditures while depressing overall output, pushing thousands of smallholders into deep financial instability.
In the coastal districts of Cox’s Bazar, Chandpur, Noakhali, Barishal, and Patuakhali, the fisheries industry is grappling with acute supply shortages during the peak Hilsha harvesting season. Commercial fishing trawlers rely entirely on block ice to preserve marine catches during extended sea voyages. Standard block-ice manufacturing requires an uninterrupted 12-to-15-hour refrigeration cycle; however, persistent power cuts have doubled production timelines, forcing ice plant operators to cancel commercial orders.
Concurrently, market prices for block ice have doubled from BDT 150 to BDT 300 per container. Despite paying inflated rates, fishing fleets face severe shortages, leading to cancelled voyages and idle trawlers.

Across Patuakhali’s key fishing hubs of Mohipur and Alipur, 36 operational ice plants are running at roughly one-third of their designated output. Individual plants capable of producing 200 containers daily are yielding as few as 20 to 25. To bridge supply deficits, traders are hauling ice by road from distant districts including Khulna, Bagerhat, and Barishal, incurring steep freight charges and incurring logistical delays.
Bangladesh maintains 105 frozen food processing plants, with roughly 80 per cent of export-bound shrimp processing concentrated in Khulna. In coastal tracts like Paikgachha and Koyra, frequent power interruptions are threatening semi-intensive shrimp farms. Continuous power is essential to run paddle-wheel aerators that maintain necessary dissolved oxygen levels in high-density culture ponds.
A semi-intensive shrimp grower in Botiaghata managing 40,000 post-larvae across a 0.5-hectare pond noted that extreme summer temperatures require constant mechanical aeration. Persistent hourly outages every evening, alongside extended six-hour blackouts, have heightened stock mortality risks, forcing growers to secure loans to buy commercial backup generators.
Official commentary from the Bangladesh Frozen Foods Exporters Association (BFEEA) confirms that shrimp processing demands uninterrupted cold-chain logistics. Grid failures during peak harvest periods threaten international shipment deadlines and compromise product quality.
The poultry sector is experiencing widespread bird mortality due to fan failures and inadequate environmental cooling during heatwaves. In Joypurhat, where 650 layer farms produce 310 million eggs annually, recurrent power failures have induced high thermal stress, lowering egg yields across commercial operations.
A notable loss occurred in Abhaynagar, Jashore, where an eight-hour continuous power blackout caused the sudden loss of over 400 market-ready chickens at a small-scale farm. The young entrepreneurs, who established the enterprise using micro-credit loans of BDT 180,000, sustained direct financial damages exceeding BDT 300,000.
Farmers are also facing a compounding burden from rising electricity tariffs alongside generator fuel costs. A poultry grower in Buapur, Tangail, reported bi-monthly electric bills soaring to BDT 156,000, compared to previous baseline averages of BDT 10,000 to BDT 12,000 per month.
Data from the Bangladesh Poultry Industries Association (BPIA) indicates that rising input costs—including feed, day-old chicks, biologicals, and energy—have compressed profit margins. As a result, the total count of active poultry farms in Bangladesh has dropped from nearly 200,000 prior to 2020 down to approximately 136,000—marking an exit of 64,000 smallholders over a six-year period.
In agricultural belts such as Rajshahi, erratic power availability has stalled electric pump irrigation, leaving field crops under-watered and forcing farmers to wait hours for grid restoration.
In commercial cold storage facilities, electricity deficits have driven up diesel overheads. Facility operators in Comilla housing potato and seed stocks report severe temperature management challenges, where even minor thermal fluctuations can destroy seed viability. In Kalai, Joypurhat, facility managers report that running backup generators for over six hours daily adds upwards of BDT 1.5 million per month in extra operating expenses.
In Pabna, a primary hub for national onion production, growers are facing severe post-harvest decay. High humidity combined with ventilation disruptions in traditional and modern storage facilities built by the Department of Agricultural Extension has resulted in 25 to 30 per cent crop rot. Affected farmers are being forced to sell damaged onions at steep discounts, taking losses of nearly BDT 1,000 per maund.
Addressing the ongoing agricultural energy challenges, Minister for Agriculture, Fisheries and Livestock, Amin Ur Rashid, outlined plans to transition rural infrastructure toward renewable energy:
“We are pursuing long-term structural solutions rather than temporary fixes. Efforts are underway to systematically reduce the agricultural sector’s reliance on grid electricity and fossil fuels. Irrigation systems are being phased into solar-powered alternatives to significantly lower energy costs for farmers.”
The Minister added that off-grid, solar-powered mini cold-storage units are currently being distributed to farming communities. Additionally, airflow systems in regional onion preservation facilities are being retrofitted with solar setups to ensure consistent climate control, safeguard rural harvests, and bolster domestic food security.
