Trump’s 28-Point Peace Plan: Ukraine May Have to Cede Territory, NATO Hopes

According to the draft of the 28-point peace plan approved by US President Donald Trump, Ukraine would have to cede additional territory to Russia, limit the size of its armed forces, and formally abandon efforts to join NATO, Axios News reported citing US officials.

The report states that on Thursday (20 November), US Secretary of State Daniel Driscoll delivered the written plan to Ukrainian President Volodymyr Zelensky.

Zelensky later said he was prepared to discuss the proposal with Trump’s delegation, describing it as “not a final offer but rather a US perspective.”

Axios, quoting a US official, stated that the plan is a “living document” subject to change. Washington hopes Ukraine will consider it seriously.

The proposal calls for Ukraine to limit its armed forces to 600,000 and amend its constitution to renounce NATO membership. Similarly, NATO would formally agree not to recognise Ukraine and would be restricted from deploying troops on Ukrainian soil.

The plan effectively recognises Crimea, Luhansk, and Donetsk as Russian territory. However, Kherson and Zaporizhzhia would remain under Ukrainian control. Ukrainian forces would withdraw from parts of Donetsk, which would become an internationally recognised neutral demilitarised buffer zone.

The document states that any future Russian attacks would trigger a “decisive coordinated military response,” though it does not specify whether the US would participate.

Economic provisions are also included. Seized Russian assets worth $100 billion would be used for Ukraine’s reconstruction, with Europe contributing another $100 billion.

Sanctions on Russia would gradually be lifted, and Moscow would regain its G8 seat. The US and Russia would continue long-term cooperation in energy, mining, and artificial intelligence.

Ukraine would hold national elections within 100 days of the agreement. All parties to the conflict would receive full general amnesty.

Like Trump’s Gaza proposal, this agreement would be legally binding and overseen by a “peace council” led by Trump. Any violations would result in sanctions.
