Terror Threat Escalates as Al-Qaeda Eyes Strategic Foothold in Bangladesh

International counter-terrorism experts have sounded the alarm over concerted efforts by Al-Qaeda’s regional wing to quietly build operational bases inside Bangladesh. A newly released report from the United Nations Security Council details how Al-Qaeda in the Indian Subcontinent (AQIS) is altering its strategy, seeking to establish small, discrete cells across the country to anchor its wider network in South Asia.

The findings, compiled by the UN’s Analytical Support and Sanctions Monitoring Team and published on 10 August, track militant developments spanning from mid-December 2025 to June 2026. Experts noted that while the main cadre of Al-Qaeda maintains a stable presence in Afghanistan, its South Asian branch has quietly abandoned large-scale, structured formations. In their place, AQIS is leaning heavily into splintered, low-profile units tasked with managing logistical supply lines, funding streams, and recruitment under the radar.

The prospect of AQIS establishing a footprint in Bangladesh presents a fresh challenge for security agencies in Dhaka, where authorities have long maintained a strict zero-tolerance policy against militant groups. Despite extensive intelligence operations that successfully dismantled domestic radical networks over the past decade, transnational entities continue searching for porous avenues to rebuild their influence.

Beyond Bangladesh, the monitoring team documented a pattern of escalating violence linked to AQIS affiliates across the subcontinent. The report highlighted the major assault on New Delhi’s iconic Red Fort last November, an attack officially blamed on the group. Though AQIS does not feature as an independent entity on the UN sanctions list, the report identified it as the foundational engine behind Ittihad-ul-Mujahidin Pakistan (IMP). IMP has claimed responsibility for several lethal strikes, including a devastating suicide car bombing near a military checkpoint in Bannu, Khyber Pakhtunkhwa, on 9 May, which left 21 people dead.

Crucially, the UN findings point to high-level sanctuary inside Afghanistan. Key AQIS figures are currently residing in Kabul with official ‘Tazkira’ identity cards granted by Taliban authorities. UN analysts argue this arrangement demonstrates active administrative backing from the Taliban, directly contradicting repeated assurances from Kabul that foreign militant groups are prohibited from operating on Afghan soil.

With border tensions between Afghanistan and Pakistan worsening, and the Taliban reportedly offering shelter to Tehrik-e-Taliban Pakistan (TTP), security analysts warn that volatile regional dynamics could grant extremist networks the space they need to expand across South Asia.
