Former National University VCs Barred from Leaving Country

The High Court has imposed travel restrictions on former Vice-Chancellors of National University, Harun-ur-Rashid and Md. Moshiur Rahman, amid ongoing investigations into allegations of corruption and misconduct during their tenures.

The directive was issued on Tuesday by Senior Special Judge Sabbir Foyez of the Dhaka Metropolitan Court, following a petition filed by the Anti-Corruption Commission (ACC). Court bench assistant Riaz Hossain confirmed the development to news agencies.

ACC Petition and Rationale

The ACC, represented by Deputy Director Muhammad Zainal Abedin, requested the travel ban, citing concerns that the former VCs might leave the country and hinder the ongoing inquiry. The petition stated:

“A three-member investigation team has been formed to examine multiple allegations of irregularities and corruption against the two academics. The investigation is currently ongoing. Credible sources indicate that the individuals may attempt to flee abroad. To ensure a thorough and uninterrupted investigation, it is essential to restrict their foreign travel.”

Tenure Overview of the Former VCs

Name Tenure Prior Position Key Notes
Harun-ur-Rashid 6 March 2013 – 5 March 2021 Professor, Department of Political Science, Dhaka University Appointed first in 2013; reappointed in 2017 for a second term
Md. Moshiur Rahman May 2021 – 11 August 2024 Former Pro-Vice-Chancellor, National University Appointed post Rashid’s tenure; resigned following political transition

Harun-ur-Rashid initially assumed the VC post in March 2013 and was reappointed for a second term in 2017, completing his tenure in March 2021. Following this, Md. Moshiur Rahman was appointed VC in May 2021, having previously served as the university’s Pro-Vice-Chancellor. He resigned on 11 August 2024 after a change in government.

Implications of the Travel Ban

Legal experts note that restricting the travel of high-ranking officials under investigation is a precautionary measure to ensure accountability and transparency. The ACC has confirmed that the investigation is ongoing, and findings will inform further legal action.

This development underscores the importance of oversight in educational institutions, particularly for senior officials entrusted with significant administrative powers. Ensuring compliance with ethical standards remains crucial for maintaining institutional credibility and public trust.

The court’s decision means that both former VCs are barred from leaving Bangladesh until the completion of the ACC investigation, securing the integrity of the inquiry and preventing any potential obstruction.

The National University community and education watchdogs have welcomed the move, viewing it as a step toward reinforcing transparency and institutional accountability in Bangladesh’s higher education sector.
