Authorities conducted a late-night raid on a nine-storey hookah lounge located on Road No. 11 in the Banani district of Dhaka on Monday, 23 March. The operation was carried out by the local police in response to concerns over unlicensed establishments serving shisha.
Banani Police Station’s Officer-in-Charge, Muhammad Khalid Monsur, confirmed the operation. “The raid did take place as reported. However, no hookahs were found during the inspection. We are maintaining control over the area, and our monitoring and enforcement efforts will continue,” he stated.
According to sources involved in the operation, several unauthorised hookah services continue to operate in the Banani area, despite lacking government approval. The ongoing presence of such establishments has raised public health concerns and legal scrutiny.
The action follows a directive issued earlier this month by the High Court, ordering the closure of unauthorised hookah lounges in the Gulshan and Banani areas. On 3 March, a bench comprising Justice Rajik Al Jalil and Justice Md. Anwarul Islam instructed the Dhaka Metropolitan Police Commissioner and other relevant authorities to enforce the closure of these illicit venues.
Authorities have emphasised that raids will continue to ensure compliance with public safety and licensing regulations. Enforcement officials also noted that while some lounges appear compliant on the surface, undercover inspections remain necessary to prevent illegal operations.
Summary of Recent Enforcement Efforts in Banani
| Date | Location | Target | Outcome | Authority Involved |
|---|---|---|---|---|
| 3 March 2026 | Gulshan & Banani | Unlicensed hookah lounges | Court-ordered closure directive | High Court Bench |
| 23 March 2026 | Road No. 11, Banani | Nine-storey hookah lounge | No hookahs found; monitoring ongoing | Banani Police (OC Khalid Monsur) |
Legal experts indicate that repeated violations of licensing regulations can lead to more severe penalties, including permanent closure and prosecution of operators. Public health advocates have also called for stricter monitoring, citing potential risks associated with shisha consumption in crowded urban settings.
The police have reassured the public that all necessary steps will be taken to curb illegal hookah operations and maintain order in Banani, a district known for its vibrant nightlife but increasingly under scrutiny for regulatory compliance.
