European football’s governing body, UEFA, has announced a comprehensive restructuring of the European qualification format for the 2030 FIFA World Cup. On Wednesday, the organisation revealed the introduction of a new two-tier system for the upcoming World Cup qualifiers, mirroring the Swiss-model structure currently utilised in the UEFA Champions League.
Under the newly ratified regulations, the European World Cup qualification phase will be divided into two distinct tiers: League 1 and League 2. The distribution of nations across these tiers will be determined directly by team performances in the restructured 2028–29 UEFA Nations League season.
League 1 (Top Tier): This tier will comprise the top 36 European nations. These 36 teams will be allocated across three broad groups containing 12 teams each. Following the contemporary Champions League format, each nation will play six matches against six different opponents—consisting of three home fixtures and three away fixtures. The opponents will be selected systematically, with each team facing two opponents from each seeding pot.
Direct Qualification and Play-offs: The top teams from the three groups within League 1 will secure direct qualification for the 2030 FIFA World Cup. The remaining European qualification slots will subsequently be contested and decided via a play-off phase.
League 2 (Second Tier): The remaining 18 lower-ranked nations will compete within the second tier. Despite competing in League 2, these lower-ranked teams will retain a viable pathway to qualify for the World Cup via the play-offs.

In tandem with the World Cup qualifying overhaul, UEFA has confirmed significant adjustments to the Nations League format. The competition will be scaled down from its traditional four-tier framework to a streamlined three-tier system.
Each of the three tiers will accommodate exactly 18 nations, with every tier further subdivided into three groups consisting of six teams each. Within this group stage, each team is scheduled to play six matches against five different opponents.
Matches against nations from different seeding pots will be contested on a single-leg basis, designated as either home or away. Conversely, ties against opponents from the same seeding pot will be played on a traditional double-leg basis, meaning teams will face each other both at home and away. Despite these structural modifications to the group stages, UEFA confirmed that the knockout mechanics—including the quarter-finals, the Final Four (semi-finals and final), relegation, promotion, and play-off systems—will remain entirely unchanged.
UEFA President Aleksander Čeferin stated that the new format is designed to enhance competitive balance among nations and drastically minimise the number of inconsequential matches. He noted that the system will allow supporters to experience more compelling and dynamic international football. Furthermore, Čeferin emphasised that the framework ensures an equitable opportunity for all participating nations to qualify for the World Cup without adding extra dates to an already congested international match calendar.
