Representatives of the agency informed her that the responsibility for safeguarding personal luggage lies solely with the individual pilgrim, and therefore, the institution had no administrative obligations or means to intervene in the matter. This declaration triggered an immediate verbal dispute, which rapidly deteriorated into a physical altercation between the two parties on Thursday evening.
