Parliament Heated Over Arrest Of Shibir Leader Jisan

The National Parliament of Bangladesh witnessed severe tension and uproar following a statement by Home Minister Salahuddin Ahmed regarding the disappearance, subsequent recovery, and arrest of Jisan Miah Pradhan, the central assistant international secretary of Chhatra Shibir. The minister detailed the criminal allegations against the student leader, which include rape and forced termination of a foetus. In response, the opposition bench strongly protested against the statement and demanded that a portion of the Home Minister’s speech be expunged from the parliamentary records.

The confrontation took place on Sunday, 14 June, during a parliamentary session. Home Minister Salahuddin Ahmed stood up to deliver a statement on a matter of urgent public importance under Rule 300 of the Rules of Procedure of Parliament, with the formal permission of Deputy Speaker Kaisar Kamal. The minister initially informed the parliament that the fugitive former Inspector General of Police (IGP), Benazir Ahmed, who was wanted in connection with corruption cases, had been successfully arrested in Dubai.

Details of the Criminal Allegations

Immediately after announcing the arrest of the former IGP, the Home Minister raised the issue of the arrest of the recently expelled Chhatra Shibir assistant international affairs secretary, Jisan Miah Pradhan. The Home Minister detailed the specific allegations that led to the law enforcement intervention in Comilla.

  • Initial Acquaintance: According to the minister, Jisan had developed a relationship with a widowed woman through the social media platform Facebook several months prior to the incident.

  • Pregnancy and Forced Abortion: At one stage of their relationship, the woman became pregnant. Jisan subsequently pressured her to terminate the pregnancy, and an abortion was carried out through the administration of pharmaceutical drugs. Jisan’s cousin, Russell Ahmed, reportedly assisted in the act by procuring the medication from a local shop.

  • Disappearance and Recovery: On Thursday, 11 June, Jisan went into hiding to avoid marrying the woman. He then instructed his cousin to file a missing person’s General Diary (GD) at the local police station. Following an investigation, the police successfully tracked and recovered Jisan from the Laksam area.

  • Filing of the Case: Upon learning of Jisan’s recovery, the victim filed a formal case at the Comilla Daudkandi Model Police Station under the Women and Children Repression Prevention Act, naming Jisan as the primary accused and leveling charges of rape and foetus destruction.

Opposition Protest and Demands for Expunction

Following the Home Minister’s detailed description of the case, the Deputy Leader of the Opposition, Dr Syed Abdullah Mohammad Taher, raised a strong objection on the parliament floor. After obtaining permission from the Speaker to address the house, Dr Abdullah Taher initially expressed gratitude to the Home Minister and the police force for securing the arrest of the fugitive former IGP Benazir Ahmed.

However, he vehemently protested against the inclusion of the Shibir leader’s personal criminal case in a parliamentary statement. Dr Abdullah Taher argued that a controversial and non-state matter should never have been raised on the floor of the house, noting that introducing such a topic in this manner was unprecedented in the parliamentary history of Bangladesh. He alleged that the issue was raised intentionally with a specific political motive to undermine and humiliate the opposition parties.

The Deputy Leader of the Opposition further questioned the transparency of the police operations, demanding to know the exact whereabouts of Jisan. He questioned why neither Jisan nor the victim had been permitted to speak to anyone, suggesting that a pre-planned narrative was being fabricated by the authorities. He noted that while numerous similar incidents occur across the country, this specific case was selectively brought to parliament. He then formally demanded the immediate expunction of the Home Minister’s remarks concerning Jisan from the official parliamentary proceedings.

Parliamentary Uproar and Judicial Ruling

The demand made by Dr Abdullah Taher triggered an immediate escalation of tensions inside the chamber. All opposition members of parliament stood up from their seats in solidarity with the Deputy Leader. Concurrently, Home Minister Salahuddin Ahmed also remained standing at his seat, prepared to deliver a counter-reply to the opposition’s claims.

Despite repeated requests from Deputy Speaker Kaisar Kamal urging the Deputy Leader of the Opposition to stop speaking and instructing the Home Minister to resume his seat, both sides remained standing for an extended period. This resulted in significant shouting, disorder, and severe tension across the treasury and opposition benches.

In an effort to restore legislative order, Deputy Speaker Kaisar Kamal intervened and provided a formal clarification on parliamentary procedures. He reminded the house that statements delivered under Rule 300 are generally not subject to direct cross-examination, questioning, or standard debates. However, members are permitted to ask specific questions for the sole purpose of clarification, provided they adhere to established parliamentary protocols.

The Deputy Speaker urged all members of parliament to exhibit legislative responsibility and delivered a formal ruling on the dispute. He stated that if the statements made by the Home Minister regarding the Shibir leader were subsequently proven to violate standard parliamentary norms and etiquette, the objectionable portions would be systematically expunged from the official records in accordance with the rules of procedure. Following the strict instructions of the Deputy Speaker, both sides eventually returned to their seats, allowing the normal legislative business of the parliament to resume.
